MO Akron - D/0020, 5-H ( OAT* TOUR l_*rr*R OAT* TMK t.CTTR 7-19-74 A visit was made to the Long Beach plant on 6-25-74, Atmospheric dust sampling was performed at the compounding booths and at the CM Henschel mixer. The results of these measurements show that operating personnel are exposed to airborne dust concentrations in excess of recommended standards at both locations. Based on observations made at the resin bagging operation, it is concluded that no inhalation health hazard, with respect to PVC dust, exists for employees operating the resin bagger. A borderline noise hazard was identified at the compounding booths as a result of a noisy fan in the ventilation system serving the booths. The problem appears correctable through maintenance procedures. Recommendations made and a discussion of results obtained are as follows: Recommendations: 1. Conduct all precompounding operations (bag opening, portioning, weighing, etc.) inside the confines of the ventilated booths. t 2. Immediate steps should be taken to instruct and supervise compounding personnel in proper raw material handling techniques designed to minimize airborne dust when handling dry pigments. 3. Provide local exhaust ventilation at the Henschel mixer to capture airborne dust generated when dry compounds are dumped into the hopper. 4. Continue to require employees to wear dust respirators on jobs at the compounding booths and Henschel mixer. 5. As no dust hazard exists at the resin bagger, operating personnel should not be required to wear dust respirators. 6. Engineering should inspect and make the necessary repairs in the compounding booth ventilation system to eliminate the source of excessive noise. Results and Discussion Several operations at the plant were evaluated to evaluate employee exposure to atmospheric dust. Air samples were collected at those operations suspected of presenting air inhalation health hazards to exposed production employees. Clements Long Beach f 2. r The results (samples 1 thru 4) show that employees working at the compounding booths are exposed to excessive concentrations of airborne dust. During the course of these measurements, weighmen were compounding 2301X36 (styrene-acrylonitrile resin) and L-3 (calcium stereate). The recommended allowable atmospheric concentration for materials such as 2301X36 and L-3 to which employees may be exposed continuously is 10 milligrams per cubic meter (mg/t-P) of air. The contamination exhibited by the air samples is due almost entirely to poor utilization of the excellent ventilated booths provided for compounding activities and to the slipshod manner iti which compounds are handled by the employee. It is recommended that all compounding operations be coordinated inside the ventilated exhaust booths. Employees should be instructed in pigment handling techniques to minimize the dispersal of these materials in the work environment. The ventilated booths have average face velocities approaching 175 feet per minute and these are more than adequate to control dust exposures, provided that compounding is done in the confines of the booth - not 6 to 10 feet away. It should be noted that chemicals of a more toxic nature (such as lead) are handled here and present work practices are not sufficient to guarantee proper control of airborne dust, A dust sample was also obtained in the breathing zone of the Henschel mixer operator (Table I, No, 5). The result is far in excess of the recommended limit of 10 mg/H^ for dust of this type. Local exhaust ventilation should be provided at the Henschel loading hopper to eliminate the dust inhalation health hazard to operating personnel. Until the ventilation improvements have been made, tequire these employees to wear dust respirators. Noise measurements were made at the compounding booths and sustained levels of 92 dbA were found when both exhaust fans were running. A risk of hearing impairment exists for employees exposed to noise of this magnitude for more than six hours per day. It appears that the source of the noise is with the fan mechanism and it is recommended that the plant investigate to determine the cause and reduce the noise to less than 90 dbA. Air samples were also collected to determine vinyl phloride concentrations at the Prodex line. The results of these measurements will be transmitted to you following laboratory analysis of the samples.
