LOUIS Further to your instructions of 8th March 1972, we have taken the following action in Australia and New Zealand to limit sales of PCBs to dielectric `users* under the conditions outlined. 1. All customers for dielectric Aroclor and Pyroclor, other than the larger manufacturers of capacitors and transformers, have received a letter - copy attached - along with . Carl G. Gustafson's article "PCBs - Prevalent and Persistent". The list of recipients is according to List 1. 2. The larger capacitor and transformer manufacturers with whom we anticipate that future sales will still be made will receive letter No.2 in duplicate, plus a copy of.Carl G. Gustafson's article. 3* All companies on List 2 will be personally contacted week commencing April 3rd and copies of letters, duly signed by those 'manufacturers' who intend to continue to purchase under the restrictive conditions imposed by us, will-be forwarded to you. 4. All personnel associated with order processing within MAL have been advised of our policy. 5. Since all pyroclor and Arcelor is supplied on an 'ex stock* bases in Australia, it will not be possible for us to refer to a specific customer letter accepting the conditions of supply when placing orders on Brussels or St. Louis. I trust that this is in order. 6. Following from point 5, we will not be forwarding any specific 'warning' or instructions with our customer invoice, as is the practice with documents from St. Louis or Brussels. I would like to hear from you on whether you feel that we should provide such a warning as well as the original warning letter and drum warning. 7.
