Howe G. L. Tromblee D. Treleaven J. H. Cross Conrad reviewed the November 23 minutes. It was agreed that sugges tions for changes to next year's annual inspection would be reviewed next week by SHAC. The final revision to the bicycle safety bulletin was reviewed, copy attached. All suggested changes have been incorporated and G. L. Tromblee has the original copy for his signature. LP&S will issue for implementation as appropriate. There is a problem with installing hearing protection signs. The present hole drilling pattern does not allow for incidental work installation. SHAC recommends that these signs be predrilled with holes for mounting on 1" and 4" pipes. Hammann will implement. Conrad reported on the hourly safety committee meeting. New Business SHAC strongly recommends that refresher EMT training be held. Should consider Cliff Boniol as the trainer. LP&S will implement as necessary. Old Business Nominations for the 1984 SHAC was finalized and Conrad will discuss witK~G.` L. Tromblee for selection. /mt Attachment W. W. Latimer 001147 LAM002347 SAFETY BULLETIN BICYCLE SAFETY I.Purpose The purpose of this bulletin is to establish safety rules for the use of bicycles within the Texas City Plant. II. Scope These rules apply to all operators of bicycles and tricycles within the plant including non-Texas City Monsanto employees and contractors. III. Responsibilities A. Individual It is the responsibility of each bicycle operator to be familiar with the rules described in this bulletin. It is also the re sponsibility of each individual to make certain that his or her cycle is in a safe condition prior to using. Failure to adhere to these rules will lead to disciplinary action up to and in cluding discharge. B. Foremen, Supervisors, Superintendents It is the responsibility of each foreman, supervisor and super intendent in the plant to enforce the rules described in th.' s bulletin. C. General Superintendents It is the responsibility of each general superintendent to determine the need for bicycles within their departments and which individuals are authorized to operate them. It is also the responsibility of each general superintendent to consider requests for operating bicycles within operating areas under their control and to approve those requests when merited. Generally, bicycle riding is prohibited within the battery limits of operating units; however, there may be designated areas within an operating unit in which it is deemed safe to ride. IV. Rules A. In addition to prohibiting riding of bicycles within the battery limits of operating areas, there are other areas not considered safe for riding; e.g. curbs, sidewalks, areas of poor visibility, etc. In all cases, good judgment and common sense are essential to the safe operation of bicycles. SC 001148 LAM002348 Safety Bulletin Page -2- B. Bicycle operators will wear hard hats and safety glasses while riding. C. Riders must be aware of all traffic signs that apply to motor vehicles. Absolute compliance with traffic signs is not manda tory, but good judgment by the bicycle operator is essential to safe crossing of intersections. D. Keep both hands on handle bars at all times. E. Bicycles used to carry glass sample bottles or other fragile glass equipment must have a carrier designed such that the glassware will not fall out if the bicycle is tipped over. F. Only one person on a bicycle. No passengers allowed. G. Bicycles must be parked in authorized racks when not in use. H. Driving across railroad tracks is permissable only when the crossing is done at a perpendicular angle to the tracks and when not prohibited by a sign posted at the track. I.
