Bulk ABbeatoa Material Re-Teat - Insulation Material frost Van Dyke Plant Powerhouse As a result of discrepancies between asbestos testing results fron our Industrial Hygiene Laboratory and the Michigan Department of Public Health (MDPH), the two bulk samples of insulation material received on 26 February 19B3 were forwarded to an outside laboratory for further analysis. Samples were sent to EnvironmentalResearch Group, Inc. of Ann Arbor and analysed by polarised light microscopy (PLM). PLM is the same technique used by MDPH. The attached analytical report indicates the subject samples did indeed contain asbestos. Specifically, 14 peroent ohrysotile and 22 to 23 percent amosite forms of asbestos were found which is relatively consistent with MDPH results. Conse quently, the insulation material must be regarded as containing asbestos and all aspects of OSHA Asbestos Regulation 29CFR 1910.1001 oust be complied with. Ve are investigating possible causes of our initial false negative report. We believe it to be related to a possible masking effect in the color changes when both amosite and chryeotile forms of asbestos are present in the sample. StepB have been taken to assure that this does not ooour with future samples. Our initial report of 10 March 19B3 should be disregarded.
