The notice said comments on Virginia's application will be accepted until June 24. If sufficient interest is shown, EPA said a public hearing would be held on June 16. ATE GRANT PROGRAM REINSTATED BY COMMITTEE IN TSCA AUTHORIZATION The Senate Committee on Environment and Public Works voted last week a $65 million TSCA reauthorization for fiscal 1984 -- $10.1 million more than the Administration's budget request -- and added $1.5 million specifically for grants to states. The state grants program under Section 28 had been recommended for phasing out by the Administration (See Feb. 2, Page 14). The reauthorization was for one year, reversing the usual practice of two-year authorizations for the program. EPA REJECTS VERMONT BID FOR PHASE II RCRA AUTHORIZATION For the first time, EPA has rejected a state application for Phase II interim authorization of the RCRA program. EPA notified Vermont last week that it would be unable to author ize the state hazardous waste program for Phase II RCRA interim authorization. . A memo from EPA Acting Associate Administrator and General Counsel, Courtney Price, to EPA Regional Administrator Lester Sutton, May 5, said, the "virtual absence of state regulatory analogs to 40 CFR Part 122 precludes us from granting interim authorization to Vermont." The decision follows months of wrangling between EPA and Vermont over what the requirements for program equivalency actually mean for interim authorization, according to EPA staff. In addition to the problems with the Part 122 requirements, the memo said, "the incon sistency in the Attorney General's explanation of the status of the state regulations analagous to Part 264 makes it impossible for us to determine whether the Vermont program is substantially equivalent to Part 264."
