Explautioa On January 8 (on two occasions) and on January 9. the PVC flare was noted to be
burning slightly. A snail black tall was observed during each of these burning periods.
Extensive cheeking throughout the PVC plant was done by operating personnel to determine the origin of the vinvl chloride Monomer going to the flare and being burned.
