Summertime safety brochures were handed out through the Hourly Safety Organization.

Office Safety Comnittee
The plant manager has approved the recoomendations made on selection of new safety ccrrmtttee members.
Contractor Safety Program
The contractor safety programwill be issued via the plant procedure manual. Implementation of the program Includes development of a contractor safety film, use of a contractor evaluation checklist, and contractor hat stickers.
General Permit Procedure
The general permit procedure will be implemented on July 2. The general permit procedure will be an emphasis area for the 3rd Quarter SHAC, Safety/Housekeeping Inspection.
Quarterly Inspection
The 2nd Quarter, Safety/Housekeeping Inspection awards will be given out sometime the week of July 9 (if they come In).

Emergency Procedure Drill (4/4/84)Critique

In the SHAC critique of the Emergency Procedure Drill conducted on April 4, 1984, the committee developed a list of 24 recommendations for improvements to the plant emergency procedure system. The SAC committee has evaluated the recommendations and offers the following commentary:
SAC felt that 10 recommendations would be fulfilled or adequately satisfied by setting up a more "streamlined" control center organization and by improving operations within the control center. The recommendations covered were 4, 6, 8, 9, 10, 11, 15, 17, 18 and 19. While reorganizing the need to reduce the current level of personnel in the control center in an emergency, SAC feels the structure should remain within the philosophy of the existing EPP organization. Therefore, SAC conclusions are as follows:
0 On activation of the fire/spill alarm, only the following personnel will be in the control center:
(1) Coordinator - Provides overall direction to activities needed to control/contain the situation.
(2) Safety Chief - Presides at radio console, communicates with fire crew, medical and industrial hygiene groups as needed, over radio fire net.
(3) Warden Chief - Presides at phone table, directing certain wardens by phone (wardens have access to phones or radios).
(4) Alternate Warden Chief - Presides at radio console, monitoring affected area, directing certain wardens by radio; makes announcements to plant personnel as directed by coordinator.
(5) Production Chief (affected area) - Presides at phone table, consulting with supervision of affected area.
(6) Production Chief - Presides at phone table handling phone messages.

(7) Personnel Chief - Prepares all messages for communication to office bldgs (via warden radio) and to operating areas, etc. In addition serves as spokesman to press or other outside personnel.
(8) Services Chief and (9) Maintenance Chief - Serve as resource people to aid in phone calls at phone table.
All personnel serving as backups or alternates will stay out of the control center, remaining in the adjacent hallways for quick referral as needed, until the emergency is well in hand.
There will no longer be training or practice or observation by alternates in an actual fire/spill emergency condition. It is felt that adequate training can be accomplished during the two per year emergency drills.
The phones on the radio consoles will be removed or so altered that no incoming calls (bells) will be received in an emergency.
Training/practice will be provided to improve radio transmissions and to be sure critical messages are repeated to insure that they are received and understood.
Comments on the remaining SHAC recommendations follow:
1. SAC agrees with the need to install a battery powered bull horn at the instruction point in the shops building.
2. SAC disagrees with the need to change the existing code system to make it easier to differentiate between types of emergencies.
3. Referring to item 2, SAC concurs with retraining personnel in code recognition. It is recommended that this training be done via safety meetings. Additionally, the idea has been presented that when, and as practical, all employees should be given an opportunity to visit the control center.
5. SAC agrees that the emergency control center phone numbers should be better advertised and published. Recommend a SHAC Alert be used.
7. Updating the EPP plan is in progress.
12. SAC agrees that there should be preventive maintenance on the plant alarm systems to insure proper functioning. Such PM should be responsibility of the Electrical Department on at least a bi-monthly basis.

13. As in item 3, retraining in code recognition is essential. The differentiation between the normal, major and evacu ation code systems must be clearly spelled out.
14. SAC agrees that personnel in units adjacent to HCN producing or using operations should be trained in HCN recognition and first aid procedures. This is the responsibility of the adjacent operating units.
16. Repairs to the faulty switches in the emergency alarm system are in progress.
20. SAC agrees that our procedures should state that in an emergency, unit radios cannot normally be used to contact the control center. The affected area radio system is normally monitored by the warden chief and may be able to reach the control center. All other units should use phones.
21. Relocation of horns/alarms is in progress.
22. SAC does not feel it is practical to set up outside the plant assembly points for headcount control. An accurate headcount to account for personnel can only be handled systematically by the individual department supervision as rapidly as possible.
23. SAC agrees and the wardens will develop a better method of checking operability of the plectrons in the buildings other than control rooms.
