Dick Savage reported that EPA was proposing more stringent vinyl chloride emission standards, as requested by EDF. SPI Issued a strong opposing press release and has asked for a public hearing. Current litigation by SPI has not been settled in the courts. 2. We have received direct NIOSH and URW requests for Information on relevant studies of acrylonitrile, according to Dick Savage. There have been no official requests printed In the Federal Register, as is the normal procedure. Ben Zvlcker will draft responses for Dr. Johnson and Bill Becker that cite our careful handling and limited use of acrylonitrile. It was suggested that Roger Steller and Jean Malone would also be interested in the proposed drafts. John Morrill reported that John Whitney will probably have a solution gas chromatographic test method, for plant use, within the month. This would enable us to do lot-to-lot sampling and variation studies. At the group's suggestion, John Morrill will try to raise the priority of this project. In use operations. Information from our Louisville polyblend operations looks good. Roger Steller would like to look at Kimberly Clark:1 k: product handling methods and gather relevant Information. 3. Marie Schmlederer sumnarized the benzene situation. EPA has declared benzene a hazardous chemical and must propose new air standards within six months. We will be working with MCA on Input to the EPA standard via W. C. Holbrook and/or Ken Kaminski. However, the group felt that MCA would avoid any adversary position. The OSHA emergency temporary standard has been stayed (by court ruling at the request of several oil companies). How to handle TQSCA information requests from our customers is an area of concern, per Marie Scholederer. It was decided that she would maintain a central file of these requests, although the actual letters would be handled by the appropriate product marketing group. A directive, describ ing the procedure will be distributed. Marketing areas of general concern relative to TOSCA, should be funneled to the Task Force through Marie Schmiederer. Questions on specific information gathering requests should be directed to W. C. Holbrook. 5. A floor vote on PVC did not materialize at the NFPA meeting, according to Dan Kent. However, since the Issue may still be raised on local and state levels, the prepared brochures will still have use. 6. All requests on the Beverly Hills Club fire and any possible links with PVC should be directed to Jerry Carroll of the SPI. Dan Kent outlined our sources of information on the progress of the Investigation. 7. The PVC Fire Safety Committee meeting will be held on June 15-16 will feature M. Blrky and V. Esch.
