Board of Governors due to the incroasing pressure of his corporate responsibilities. Mr. Scowcroft movod that the resig nation be accepted with deep regret. Motion seconded by Mr.llurauk, and so voted. - In his letter Mr. Rainey nominated Mr. J.V. Christenbury to represent American Asbestos Textile Corporation on the Board of Governors. Mr. Scowcroft moved that the nomination of Kr. Christen bury be approved, notion, seconded by Mr. Kuzmuk, and it was voted unanimously to elect Kr. The Secretary stated that he had received a letter from KAU'JFACTUHAS MULTIPLES S.A., Caracas* Venezuela* datod December 3*197 saying that they were the only nanufacturers of:asbestos textiles In Venezuela* and were interested in "subscribing to the Asbestos Textile Institute as a membership". As their'letterhead indicated they were a distributor for Johns-Manville the Secretary inquired thru the Fibre X Sales Dept, of J/H if Kanufacturos Multiples S.A. actually did qualify as a manufacturer of asbestos textiles* and was assured they did. Information was sent Manufactures Multiples S.A on December 8*1970 relative to requirements for Associate Member ship in the Institute* with the promise that thoir interest in becoming a member of the Institute would be submitted to the board of Governors at this meeting. They did not reply to this letter. // '\ Kr. Scowcroft expressed'doubt sa to whether Manufactures Multiples S.A. were Interested in Associate Membership in ATI and moved that the natter ba tabled until auch tine as the Secretary could clarify the extant of their interest. Apparently the use of either fiber glass fsbrics or asbestos fabrics la left to the discretion hy of the shipyard, and whether asbestos textiles will bo phased out at aone future tine is a natter of conjecture, hr. Moody -suggested that some thought be given to a series of advertisements,sponsored jointly by all members, for the purpose of coabating adverse developments, or harmful publicity, on asbestos textiles. Thinks that our InduatryjBuat give serious consideration to labeling asbestos products,i.e.*a: warning label. Bate of label could indicate whether a manufacturer has been negligent,in case of a law suit. Mr. Sheekler read excerpts of the new Safety and Health Act, and outlined the penalties for xlarsis violations. Mentioned that the new TLV for asbestos duet is 2 KPPCF, and 5 flbors per IX, 5 microns plus, on time weighted average with a celling of 10 fibers per ML, 5 microns or greater in length. 10. Chairman Koody reported with deep regret the suddon passing of Ralph 5. Smith on January 21, 1971, that a dpnation had been sent in lieu of flowers to the Franks Home, Chnr&ton, 3.C., and tliat a letter of aynpathjyvould be sent to iirs. Bettes a letter of commendation oi behalf of the Institute and its members. Hr. Bettes, an active member of the Institute for approximately twenty-four yearo, serve* as president of ATI in 1957 and 1950. Upon retirement from itaybesti Manhattan several years ago Mr. Bettes bogan to collect the infor mation for his "History of the Asbestos Textile Industry in the VSJ and it has required countless hours and voluminous correspondence to prepare the "History" for publication. The Institute appreciate: the fine contribution that Mr. Bettes has made* to the asbestos textile Industry, and congratulates him on doing an exceptionally fine Job! Producer.** Report was given by Kr. Vto.J.V. Smith, Director, Vice FresidantA General Sales Manager of BELL ASBESTOS HINES* LTD. Kr.-^3aith began his remarks by saying that it was the opinion of the producers that the fibre situation should be exposed as frequently a* A.7.I. meets, and proceeded to discuss the aituatic relative to various grades. Group 7 fibers in the shorter claasifications are fairly ample, but the longer Group 7's are_in tighter supply. Group 6 fibers (Used in Brake Linings,etc.) very spoclfic shortage. Group 5 fibers - Premuim classifications are "tight". ~ Group k fibers (Used in asbestos-cement products)fairl7 well in bmla Group 3 fibers - (Used in textiles) A year ago a shortage existed, but now the high magnetic iron fibers as produced in Quebec mines are in good supply. By contrast the low magnetic iron Group 3 fibers as produced by Cassiar on the Vest Coast of Canada, continue to be critically short. The unusually severe winter has eripplod procuctio of Cassiar - situation may improve somewhat by June, but supply will still be short. Childers Their reports are attached to these nlnutes. 11. Dr. J.L. Goodman, Korth Charles ton, 3. C., associated with Raybestos-Monhattan,Ine., speaking as a member of The A.T.I. Environmental Health Committee, reported that he had attended a seminar on Asbestosls, arranged by Dr.Irving J. Selikoff, that was held at the Kt. Sinai School of^Kedleine, Hew Yor* City, on June 15*16, 1970. Dr. Goodnan said he was'quite surprised to note a goodly number of representatives of Labor in attendance. Dr. Selikoff >s staff Banners presented the program, which turned out to be a dlstribe against Industry. At opening of the meeting it was announced that spraying of steel framework in new buildings (with asbestos fibre) had been discontinued In 2<ev fork State. Dr. Goodnan was critical of Dr. Selikoff a presentation and accusations against industry, tfhan questions were directed to various speakers Dr.Selikoff invariably spoke up to answer the question - a one tines quite rudely. . The second day of the Senlnar was devoted to mesothelioma, which Dr. Goodman stated was a very eontroveril&l and debatable form of c&r.cor (as to eause). He does not agree with many of Dr. Selikoff a a tat amenta and/or conclusions on this subject. Dr. Goodman feels that. Dr. Selikoff is a "dangerous'' nan and the asbestos Industry is going to have to learn how to combat his tactics.*/We cannot and abould not taka Dr. Selikoff lightly as he has facilities for -getting"facts",but gets away with half-truths, and the only, way ha eon ba backad down ia being faced with true facts. When asked if aoaething could ba dona thru the American nodical Association(to.control Dr. Selikoff) in*. Goodman expressed doubt. Said thera waa-sTgrievince eomaittee of the AHA but it was vary difficult to gat this eocsaittee to act. Thought that perhaps pressure on the Mt. Sinai School of Medicine might ba effective. In regard to nesothelloma Hr. bm.J.V. Smith asked if Dr. Sollkc differentiated between Crocicolite and Chrysotlle fibre. Dr. GooamAn aid that Tr. Selikoff Inferred that Chrysotlle was suspect as well as Crocidolite. . ' Following Dr. Goodman's comments Hr. C.L. Sheckler, Chairman of A.T.I.*3 environmental Health Committee, said that Dr. Selikoff was going to ba around indefinitely and we might as voll resirji ourselves to that fact, even though Selikoff might be prone to deal with "half-truths*. Mr. Sheckler commented on the excellent promotional type S-.gli film entitled "WHY ASDESTOS" shown to tha nanbors the previous evening, saying that thera is now an Asbestos Information Association of North America. Members of this now association are some of tha leading aanufaeturers of asbestos products in the U.S.A., but no further information was given out by Hr. Sheckler. * .Minutes - GENERAL MKSTIHG-- continued: p*ge -4- Mr. Sheekler than discussed the nev federal "Occupational Safety A Health Act of 1970* (PL91-596) that becomes effective on April 25,19' saying that Industry and Its cuatoner* can well face new exposure to penalties after the lav becomes effective. Outlined somo of the penalties, anu discussed standards under the new law. For exemple, the present standard for noise la 90 Malfc decibels maximum, and he doubts that any textile plant can show sueh a low noise level! Under the new law government Inspectors will have free access to plants and records. An eaployee or eaployee group nay request government to sake inspection at any tine. Thu employer is required to post conditions that exceed standards. All penalties are to be final unless contested within 15 days. In regard to medical and health research Mr. Shockler said that a "National Institute of Safety A Health" hssTfsgxxtlixkaixi has been (or will be) set up within the framework of the Health, Education and Welfare Department. X Dr. Cralley's group will be part of it. |t Concluding his remarks Mr. Sheekler said) that warning labels on products were now voluntary but probably will become mandatory at some future date. Thinks that our lndustryZmust give serious consideration to the use of warning labels on asbestos products. Mentioned that Common Law produet suits are prolifa rating in the Thensal Insulation Industry.
