Process Description: The Gallagher-Kaiser, Detroit, Michigan facility fabricates industrial paint finishing systems from various materials, including sheet metal. Two lasers, used for cutting sheet metal, and line welding operations, are used in the construction process. A paint booth, at the facility, is used to coat parts. The paint is applied primarily with sprayers; but also, to a more limited extent, by roller or brush. Air and particulate from the paint booth is drawn through a filter system before exiting to the atmosphere. Staff Interview: The Gallagher-Kaiser facility currently has approximately 168 employees and operates two shifts per day at two plants; Plant A and Plant B. All of the paint used at the facility's paint booth is water-based. Painting is only conducted at Plant A. The coating operation typically operates 10 hours per day; 5 days per week. The particulate filters at the booth are changed when the differential pressure at the fan reaches a specified value. This occurs, typically, once every one to two months. No coatings are mixed on site. Two 16.7 MMBtu/hr natural gas fired boilers operate at the facility. Only one boiler operates at a time. TOUR INFORMATION EPA Tour of the Facility: Yes Data Collected and Observations: The facility tour was led by Brad Hite and Pat Shaw. The tour began by viewing the operations at the pre-fab department. The inspectors viewed the two lasers. The first laser was viewed in the process of cutting sheet metal. The tour continued to view the two Cleaver-Brooks boilers and a partially fabricated oven section. The tour concluded at the paint booth area where buckets of paint and the filter system were viewed. EPA/EGLE reviewed safety data sheets for the coatings used at the paint booth. Photos and/or Videos: were taken during the inspection. Field Measurements: were not taken during this inspection.
