POLICY CHANGES A. It was recommended and approved that vehicles carrying personnel to the main locker building in order to use the shower facilities will not be stopped by plant guards if the headlights and flashers are on. A SHAC alert will be issued on this. III. ACTION ITEMS A. Ex-Battery Limit Pipelines SAC is still working on resolving recommendations made by the SHAC committee concerning responsibility for ownership of ex-battery limit pipelines. SC 002413 LAM003620 PMSB Meeting Minutes - November 20, 1984 Page 2 B. Safety Logbooks Some concern was expressed by HSC about proper use of safety log books. SHAC will examine safety log books during the first quarterly inspection in 1985. C. Permits 1. Fire and Entry Permit SAC will make an overall review with recommendations. Items under consideration will be signatures required - how they affect the natural flow of work performed - and issuing of blanket permits for work on systems; i.e. steam lines in AN-5 during shutdown. 2. General Permit LP&S will conduct a survey and determine problems incurred with this permit. The results will be reviewed with Manufacturing and Personnel to determine whether or not this permit is necessary. Will report in December PMSB. D. Critique of Emergency Drill Videotapes taken of the emergency drill will be shown at the December PMSB if they can be reduced to approximately 15-20 minutes duration. E. Injury Reporting Emphasis LP&S will survey General Superintendents to determine feedback to MFI concerning whether or not emphasis should be on TRR or TLWR. F. Off-the-Job Safety Program The proposed 1985 off-the-job safety program for the plant will be sent to General Superintendents for review prior to sending to Will Varnado by mid-December. G. Safety Showers at West Gate The spill in Department 50 on 11/16/84 emphasized the fact that there is no emergency shower at the west gate. The need exists as there is a tendency for contract personnel to head for the gate during any emergency. An emergency shower and eyebath will be installed at the west gate. Plant guards will then take over the responsibility for checking and maintaining this shower/eyebath faci1ity. 002414 LAM003621 PMSB Meeting Minutes - November 20, 1984 Page 3 H. Freeze Protection Bulletin P-0104 Comments to Thurman Payne at SS-18 concerning this Procedure Bulle tin can be delayed until December 7, in order to allow review by unit/craft safety teams. I. January/February Syndrome In order to avoid the high injury frequency that has occurred in the January and February time-frame in past years, the following plans were proposed and approved: 1. Calendars from the National Safety Council -- will send out in December with enclosed letter stressing our goal - to be as safe at home as at work. 2. Quarterly Housekeeping Inspection - will be conducted in January - publicize. 3. Pertinent safety topics in the Monsanto newsletter. 4. Advanced publicity on the Safety Fair. This Fair will have special emphasis on health care and off-the-job safety. 5. Positive publicity on an excellent safety year in 1984. Announcement of awards for all individuals.
