Plant Manager's Safety Inspection -- Departments 4-5-7-8-6-16
August 21, 1959
SUMMARY
Department 4-8 level of housekeeping appeared very good on entry into the area, so the allotted time was spent in discussion of safety with a group of operations, maintenance, and Instrument personnel, and operations and maintenance supervision.
Departments 5-7 was given a housekeeping inspection starting at the upper level and working on down. The housekeeping and general appearance of the area was rated as vastly improved, but still not up to the overall plant average. A short discus sion of safety was held with a group similar to that in 4-8.
Departments 6-l6 was given a housekeeping Inspection primarily because the Impression on entering the area from the west side was poor. 33ie upper levels and the east ground level were in general good condition and the area was rated good, but not up to the usual very good to excellent rating. A short discussion of safety was held with a group similar to that in departments 4-8.
COMMENTS
Departments 4 and 8 personnel, and the maintenance and instrument personnel who took part in the discussion around the chief opera tor's desk were very pleased to learn that their efforts in housekeeping are well recognized.

The discussion in this control room, and later in the 5-7 and
6-16 control rooms was led by Mr. Putnam. The discussion covered
the achievement of 2MM man hours without a LTA and the 4mm man
hour goal as the next check point. However, it was stressed
that the important goal is not to set records, but to keep people from getting hurt.
It was also noted that whereas the recent near-miss at the autofrettage area included a mechanical failure, company sta tistics show that most accidents are not the result of faulty
equipment but of unsafe acts. Despite this, most of our safety suggestions concern equipment rather than attitudes, acts, and other human causes of accidents The "I am my Brother's Keeper" attitude was noted as most desirable for all to achieve.
A participant suggested that there was a need for all to stop being timid in regard to safety and housekeeping in that unsafe conditions and acts, or evidence of poor housekeeping attitude should immediately be brought to the attention of the offender.
