G ttesman Executive Director October 4, 1988 TO: VI PVC Pipe Task Force RE: Task Force Meeting - October 12. 1988 As you were informed earlier in my memorandum of September 15th, th organizational meeting of the newly-formed PVC Pipe Task Force will take place at: The Vinyl Institute Offices Wednesday, October 12, 1988 starting at 9:30 a.m. It is the intent of the Task Force to plan, develop and carry out the pro-active programs that can help promote vinyl in the various PVC pipe applications. If you have not already done so, please advise our office of your attendance plans by calling Pat Benkner at (201)-890-9299. Travel directions to the Vinyl Institute offices are enclosed. Enclosed is a proposed agenda that will form the basis for our discussions on October 12th. In connection with agenda item V.B.2, the IAPMO Meeting, I enclose, for your information, a copy of the report of that meeting held last week which has just been received from our consultant. TRAVEL DIRECTIONS TO THE VINYL INSTITUTE OFFICE WAYNE, NEW JERSEY From Newark Airport Take Airport Exit and follow signs for Route 24/Route 78 which lead to the State Parkway. Take the Garden State Parkway North exiting at Exit (marked Route 46 West). Pass the Routes 23/80/46 junction. Follow the signs for Route 46 West, then stay in the right lane. Wayne Plaza II will be on the right immediately past the junction. Take the exit marked "Willow Square". Make the next right into the entrance marked "Wayne Interchange Plaza" and proceed behind the small Willow Square shopping plaza to the parking area for the Wayne Plaza II building. Park in front of the building and sign in with the security officer. The Vinyl Institute's office is located on the first floor. From New York Via Lincoln Tunnel After leaving the tunnel, follow the signs for Route 3 West. Take Route 3 West to Route 46 West, then follow the directions starting with the second paragraph under "From Newark Airport". From New York Via George Washington Bridge and Route 80 After leaving the George Washington Bridge, follow Route 80 West to Exit #53 (marked Butler/Verona). Bear right at the exit marked South to 23/46 Verona. Stay to your right (Route 46 West). Turn right into the Wayne Plaza II parking lot immediately after you come off the ramp onto Route 46 West. Be sure to signal for a righthand turn when coming off the ramp. GOTTESMAN The following items of interest were considered at the above meeting with the following results: Item 1 - Licensing of Plumbers - This was rejected and withdrawn from the 1987 version of the IAPMO code at the urging of, amongst others, the Department of Housing and Urban Development who submitted a persuasive exhibit on that issue. While not of direct importance to pipe code qualification, an interesting finding presented was by the Washington District Federal Court, who ruled that IAPMO can be held liable as a private group and, therefore, is accessible for Anti-Trust action. The Ad-Hoc Committee on Combustible Construction had recommended that the term "combustible construction" be withdrawn and a blanket limitation of three stories be placed on use of plastic DNV in a 11 types of construction. This recommendation of the Code Development Committee, however, was rejected by the Conference and the combustible construction language was ret ained. Items 14, 24, & 69 were taken together and also dealt with the combustible construction issue. They were sponsored by PPFA and included statements to the effect that fire resistive integrity shall be maintained per the Building Code. These code changes were recommended for rejection by the Code Development Committee. The conference concurred. Items 15, 25 & 68 - sponsored by PPFA and also dealt with combustible construction. They woOld have withdrawn all limitations on the use of plastic DWV with respect to construction type. These were recomnended for rejection by the Code Change Committee and the Conference upheld that recommendation. Item 41 - Subject: Removal of polybutylene pipe as approved cold water distribution piping materials from the IAPMO Plumbing Code. 2 CTL027468 The recommendation of the Polybutylene Ad-Hoc Conmittee was to remove the material as an approved material. That recommendation was upheld after extensive floor debate. These are the items of importance to the Plastic Pipe Industry and PVC piping materials in particular. It is anticipated that the polybutylene interests will prepare a code change calling for the reintroduction of polybutylene in the next code change cycle and the matter will continue to cycle through the next two years. From the standpoint of CPVC for cold water distribution systems, this action opens up potential new markets if the rejection of the product is upheld. However, it is also important to be aler.t to the fact that the next target on the water distribution side may become CPVC with polybutylene gone. ^^joseph^B.
