Subject VCM Monitoring During Ship Loading (Beta Gas - 4:00 pm, 3-09-76 to 6:00 pm, 3-10-76)
During the above VCM ship loading operation, the various jobs connected with ship loading were monitored with the Century Hydrocarbon Analyzer for VCM emissions. Jobs monitored include loading and vent line blind pulling, heel sampling, hydroquinone addition, loading and vent hose disconnect, and loading and vent line blind insertion. Also, the recovery unit area was inspected for possible leaks.
The only appreciable leaks found were during the hydroquinone addition. The inlet (2") and outlet (4") valves of the hydroquinone injection tank showed leakage around the valve stem. Also, the 2" valve that allows liquid VCM from the recovery unit to be pumped into the loading line located in the hydroquinone addition area and the 10" valve in the VCM loading line used to pinch flow while adding hydroquinone showed leakage around the valve stem. It is recommended that the valve stem packing of these valves be tightened. These valves (marked A, B, C & D) are shown on the attached figure.
The connection between the ship's sample valve and the sample hose showed leakage. This leakage may possibly be reduced or prevented by coating or Teflon taping the sample hose fitting prior to threading into the ship's sample valve. It is recommended that a coating or tape be used on the sample hose fitting to reduce this leakage.
Also, the eductor hose connection to the hose reel should be revised to prevent pinching the eductor hose. The hose reel should be secured to the dock.
