Box 10385 Jackson, MS 39289-0385 Re: operating Permit No. 1840-00014 Aberdeen, Mississippi Monroe County Dear Mr. Anderson: Please find attached a copy of the Leak Detection and Elimination Plan (LDEP) for the Aberdeen, Mississippi facility of Vista Chemical Company. Submittal and approval of the LDEP is required per 40CFR Part 61.65 (b) (8) . The previously approved LDEP has been updated and revised to reflect changes that will be implemented with the GC Replacement Project. This project is being undertaken due to the increasing difficulty in obtaining repair parts and services for the current equipment. The major changes to the LDEP include: 1. The electronic controls will be replaced with a new microprocessor based controller. 2. Monitoring data will be recorded on magnetic media via a Distributed Control System (previously recorded on strip chart). 3. Eliminated section on TLV type monitors. We have found HNU monitors to be more reliable and accurate. m Please note that location of monitoring points and the frequency of monitoring has not changed from the previously approved LDEP.
