A meeting was held on January 12, 1977 in Burlington to establish the methods of meeting EPA requirements for equipment openings. Attending the meeting were the following:

The discussions were limited to equipment other than reactors since a
separate EPA requirement applies to reactors.
The water fill method of displacing vapors from process vessels will not be used extensively since it would create a need for excessive feed storage for the new water stripper. The Suspension and Dispersion strippers, in particular, would require processing of a total of approximately 64,000 gallons of water should the water fill technique be utilized. (Rhone Poulenc strippers and recovery tanks would require an additional 45,000 gallons of capacity). Hence, it was decided that all strippers will utilize steaming to a recovery system to reach the 20,000 ppm level required for opening. A subsequent water fill, if desired, could then be drained to the sewer.
Weigh Tanks and Batch Mix Tanks will utilize nitrogen purges (two) to reduce VCM levels below 20,000 ppm. Water addition is undesirable for Suspension Weigh Tanks.

Foam Knock Out Tanks will utilize the water fill technique since quantity of water will be small.

Fume Scrubbers in Plastisol area are to employ hot recovery with associated vaporization of water to reach EPA requirements.
Recovery systems including compressors, K. 0. Pots, condensers and piping are to.be purged with nitrogen prior to opening.
Host piping systems will require no more than recovery to reach EPA requirements. Should larger systems be located, nitrogen purging will be utilized.
Vinyl Chloride Bullets (80,000 Gallons) will require the water fill technique to reach EPA requirements. This water will be gradually run off through the new Water Stripper over 3 to 4 days. A recovery system or the unloading compressor will be utilized during the water fill.
Sampling of every vessel prior to opening will be necessary. Sample taps must be supplied for this purpose.

2. Charge initial watagg (1233 gals) and slow agitator speed, (check water sample)

7. When jacket temp, drops below 75 and batch temp, is 105 - 110F suck Lupersol
223M directly into reactor through catalyst valve follow by sucking in a Lupersol bottle full of DM water.
8. Start charging MVC immediately after Lupersol 223M is charged to the reactor. 9. Set batch temp, to reaction temp.
10. Finish charging MVC and follow with 400 gals, final flush water.
11. Hring to reaction temp. Turn steam off. (300 gals, heat kick on 5` temp, rise.) 1^ Prior to dumping, suck in 1 lb. dry Ionol to empty stripper.
13. Transfer to sti'ipper at lOGpsi, (set abolute pressure controller at Oiiro) . Recover
1batch to 300 mm before steam stripping. Heat to 190 (full recovery). Cool to
170, add 200 gallons of water, then transfer to blend tank.
