All un identified insualtion will be considered as asbestos until a method of determining asbestos from fiber glass is devised. This policy will not apply to pressed, long fiber asbestos insulation tape or welder's gloves, sr.ield, and gaskets. PROCEDURE: The Envircr.mental/Maintenar.ce Section should be notified as soon as possible because in certain situations EPA requires 10 days written notice prior to the start of removal operations. The maintenance foreman, Celanese or contract, who is responsible for the painters and insulators will be directly responsible for the assigned e~oloyees acr.oring to tnese procedures. It will be the responsibility of ail other line supervision in the plant (both Celanese and contract) to insure that asbestos is not handled by any other employee. The foreman v/ill notify Safety when a job requiring asbestos handling i3 scheduled and Safety will be responsible for obtaining the required samples and the sampling results. Protective clothing must be worn when handling asbestos of any descrip tion. It will include the following: 1. Disposable coveralls worn as an outer garment and disposed of by burial in a plastic bag, with approved caution tag attached. 2. Single use type respirators disposed of after each use by burial in a plastic bag with approved caution tag attached. 3. Rubber gloves washed after each use. 5. Slicker suits may be worn during cold weather instead of coveralls. They must be washed after each use. Protective clothing will be stored in lockers separate from those used for street clothes. I. Field Drillina or Sawina of Transite A. The immediate work area must be marked off with the approved caution signs to prevent unauthorized personnel from entering the area. .* B. Wet both sides of transite with water before drilling or cutting, C. A plastic sheet forming a dust collecting bag must be attached to the back side of the transite, completely inclosing the area to be cut. Care mus* be taken to prevent rupture of the bag by tools or falling material. D. During cutting operations a vacuum system must be held as close to the drill or saw blade as possible to pick up any particles or dust. In order to minimize the amount of dust produced it is recommended tc use a fine toothed saber saw. II. Insulation Removal A. .The Safety Section will be contacted to determine whether or rot it is asbestos. If it is they will contact the Lab for taking employee exposure samples. The Lab will catch samples at a fre quency and pattern that w'll represent with reasonable accuracy the employee's level of exposure. The Lab will always take a sample if the exposure may reasonably be foreseen to exceed the P.E.L. B. The immediate work area must be marked off with approved caution signs to prevent unauthorized personnel from entering the area. C. Asbestos removal should occur before dismantling any structure or installation that would break up the friable asbestos. D. Prior to removal the asbestos must be wet down with water so it can be handled in a wet state sufficient to prevent the emission of any dust. 006012
