J.z..e;/;J..o ( 1 Date I/~~?/#Jt7 Date City of Irving 03/22/2017 Section I -INTRODUCTION PURPOSE OF THE INSPECTION A U.S. Environmental Protection Agency (USEPA) program review inspection was conducted in the City oflrving Water Utility offices located at 333 Valley View Road, Irving, Texas 75061. The inspection was conducted under the guidelines established by the USEPA under the National Pollutant Discharge Elimination System (NPDES) for wastewater collection systems. The purpose of this inspection was to inspect and review the City of Irving's current Sanitary Sewer Overflow (SSO) response protocols and their application of a Capacity, Management, Operations and Maintenance (CMOM) program and how the program is used to insure proper operation and maintenance of their collection system. An entty briefing was conducted by EPA-Region 6 inspectors David Long, Damon McElroy, et.al, (See Attendee Sheet in Appendix I) at 9:00 a.m. on March 22, 2017 at the City of Irving Wastewater Utilities offices. The inspectors met with Todd Reck, Water Utilities Director, and Steve Pettit, Water Utilities Assistant Director. Additional City oflrving were also present and are listed in Appendix 1. During the entty briefing, the EPA inspectors provided credentials and explained the purpose of the inspection, as well as set the timeline for the day and verified the availability of documents that had been requested the week before. At the conclusion of the inspection, an exit briefing was conducted that explained the suggestions and areas of concems noted during the inspection that are detailed in this report. This report is based on information supplied by the City representatives, observations made by the U.S. EPA inspectors, records and reports maintained by the City, the State of Texas and the USEPA. PROGRAM DESCRIPTION The City of Irving is approximately 67 square miles in size and includes a population of 232,406 residents which are provided wastewater services through approximately 658 miles of sewer lines. The wastewater collection system includes 11 lift stations and sewer pipes ranging in size from four to 54 inches in diameter. Over 50 percent of the collection system is comprised of PVC pipe. The remaining system includes approximately 46 percent vitrified clay and smaller percentages each of cast and ductile iron, polyethylene, fiberglass reinforced pipe, and reinforced concrete pipe. A Supervisor Control and Data Acquisition (SCADA) system is housed at the Water Utilities offices and continuously monitors the City's II lift stations, otherwise, all 11 lift stations are physically visited once a week. While all lift stations are monitored, only two stations have dedicated emergency generators in the event of an electric grid failme. However, the remaining lift stations are all equipped with quick connect lines for either electtic power supplied by p01table generators or sewage lines to lift sewage from the lift station's wet well to the connecting sewer lines via gas operated pmtable water pumps. The City oflrving collection system has 12 points of entty to the Trinity Rivet Authority's Centtal Wastewatel' Treatment Plant and has experienced approximately 16 SSOs pet year since 2014. Ptoblem areas of the collection system, whete SSOs occm more frequently, are placed on either a 30, 60, or 90-day preventative maintenance schedule and cleaned to reduce overflows. In addition, Itving has developed and regularly updates a Wastewatet Master Plan to ensure capacity and condition of the collection system is maintained and annually exceeds the cleaning and maintenance of their collection system (CMOM 2
