I received a 1968 Notice of Intent of the Committee on Threshold Limits of the AC.0.I*H. from Mr. Clayton, A.I.H.A. Secretary, and I wish to comment on your proposal concerning Crocidilite, a form of asbestos. I strongly object to the point of view that, "Since no safe limit can be established for this form of asbestos at this time, etc.--it is recommended that workers exposed to Crocidilite be equipped with air supplied helmets". If this opinion is based on Wagner's and Selikoff's studies on South Africa and the United States insulation workers, I believe it is not sufficient evidence to virtually assign a T.L.V. of 0 when more hazardous materials have been handled by well designed exhaust systems similar to those used in our industry. The experience of our industry, which uses a relatively small per centage of Crocidilite, does not reflect such conclusions as you probably know since the U.S. Public Health Service has been investi gating our industry for over two years. They have rarely found dust counts higher than 2.5 mmpcfa throughout the industry. In view of the reluctance of the U.S. Public Health Service to promulgate the medical portion of their study of the asbestos industry, since the medical experts are undecided how to approach this aspect of the study, I would think that your committee would hesitate to come up with a proposal such as you have. I understand that your committee will meet early in February to discuss T.L.V.s and that industrial representatives are invited. All various views will be aired at the meeting on February 2 at Kettering Laboratories here in Cincinnati, to which Z am inviting you to attend. The meeting will begin at 9 AM in Kehoe Auditorium. There ulll-be a number of individuals coming purposely to discuss asbestos, among them Dr. Stan Roach from the London School of Hygiene, who will put up a case for changing the Crisotlle limit. From comtnents X have received since the promulgation of the Notice of Intent, X gain the impression that the statement on asbestos change will be modified. 1 spoke yesterday with Dr. de Trevllle of your desire to attend this meeting and his comment was that he would appreciate It if you would write him of your Intent 90 that he could keep track of the attendance.
