Cn July 2, 1505, the Interdepartmental Disposal Subcaaoitte e recom mended to the Giaiman of the Interdepartmental Disposal Committee that the excess er.esite asbestos be disposed of over a period of shout 10 years, with an initial starting rate of 2,000 short tens the first year. This recommendation was accepted by the IDC and in a letter dated July 30, 1565, the Director of the Office of Emergency Planning requested that the General Services Administration prepare a long* range rH<rpecai plan in keeping with this recommendation. The draft disposal plan vnich we received from GSA does net appear to be-con sistent with the recommendations of the IDC and the request from the OEP. The proposed first year offering of 5,000 short tons is too large compared with the'estimated U. S. consumption of about 14,000 tons per year and it is possible that an initial offering of this magnitude may disrupt the U. S. market. Tnagrigfr as the proposed disposal plan deviates from the recommendations of the IDC and the OEP, the Department of the Interior suggests that the draft plan be referred to the IDC fer consideration.
