BEFE cannot agree to eliminate asbestos, selected chromium compounds and benzene by Job #1, 1935> Such a commitment has far reaching headcount end expenditure , ramifications. For example, ve have estimated that 7*5 man years and over $200K would be required to Investigate, test and approve asbestos substitutes in sealers and adhesives. There ere na known suitable substitutes for the chromates used in primer paints end the timetable end expenditures required to develop substitutes cannot be quantified at this time. In vaaw of the current budget limitations we may be unable to comply with CEPL 0 which puts forth a goal of eliminating asbestos in newly designed components while avoiding the commitment to a strict timetahle. We do agree that where elimination cannot be contained, design, process and exposure controls must continue* It should be noted that BEFE did not participate in the classification of asbestos materials into the A, B and C groups shown on page $. Most of our sealer end adhesive applications require considerable development and long term test programs before suitable substitutes can he identified.
