Hiromatsu-san,
I would be very pleased to provide to you any information I have concerning C-8 sampling & analysis. I'm not familiar with the document you referenced (i.e., PM-W-350), but would be very happy to send you a "Quality Assurance Project Plan" that we recently developed to support our Washington Works program. Its a very comprehensive document that covers all applicable project protocols/methodologies related to C-8 field sampling and laboratory analysis.
We are currently using a single laboratory, Exygen Inc. (State College, PA.) to conduct analysis of aqueous
samples using Liquid Chromatography/Tandem Mass Spec. (LC/MS/MS). This is a state of the art method
that achieves extremely accurate results, with Method Detection Limit of .01 ug/L and Practical
.
Quantitation Limit of .05 ug/L. W e are currently trying to bring another lab (i.e., Severn Trent-Denver, CO)
online for an additional option. Historically, we have used laboratories that have analyzed samples using
more conventional GC/ECD methods, however the accuracy achieved w as below that typically expected by
our regulatory agencies for environmental samples. We have strictly been using LC/MS/MS since October
2001.
If you would like a copy of the QAPP, please reply with your mailing address and I'll ship you a copy immedietaly. And if you have additional questions, I'd be very happy to answer them.
Thank You,
Andrew Hartten

I also think that all procedure such as sampling, preparation and analysis are im portant to get a reliable result.
Hartten-san,
We normally do not m easure the C-8 level like WW.
w e have a report title d " Apparatus and procedures fo r sampling c-8 stream s fo r the
determ ination of C-8", number PM-W-350. Is this enough procedure to get reliable data?
Is this m ethod to get very low C-8 level such as 1 ppb?
Rurak-san said there are only one or two labs which can do the test. Is it possible to ask outside
company (subsidiary o f Mitsui chemicaD to test the c-8? if so, w e could get a result faster than
those busy labs.
Please advice us.
Best regards, Taka Hiromatsu

T a n a k a -sa n ,
Thank you for communicating your plan to me. I do have a couple of things fo r you to consider on each elem ent of the plan.
1. Will you please let Diane Shomper review your prepared statem ents once you have prepared the first drafts, she has lots of experience with these and can help you get past some potentially troublesom e areas. By discussing with her, she can also get a better understanding o f issues in Japan th a t may be different from issues in the US. Please also keep m e copied on these
discussions and drafts.
2a. Before you start taking samples, please make sure you are using the established protocols for sampling and procedures fo r testing the samples. We have done a lo t o f work in this area to assure accuracy and It Is very im portant that w e use the same protocols and procedures, w ithout doing so, the reliability of the data will be compromised.
2b. We m ay need to schedule the timing fo r your testing. There are only one or two labs with th e testing procedures and capability. These labs are currently consumed w ith the activities around Washington Works. Right now Dordrecht and Shimizu have been put on hold, but w e do w ant to understand th e situation at both sites as soon as reasonably possible.
Andrew Hartten can help you with 2a and 2b. Again, please copy me on these discussions.

3. Your efforts to develop the entire plan fo r reduction of a p fo emissions is th e right thing to do. Please make sure you continue to work with Ta-Wei and Trinl to make sure you have a com plete package and make sure it is consistent with our m ost recently developed technology. There may be a need to slightly delay installation due to current development tests that are underway (similar to w hat we have been doing between the three sites as w e have been developing technology), but w e are still committed to driving APFO emissions to zero globally.
Thanks again fo r copying me on your proposal. Hopefully you will see my com m ents as additive.
Best Regards, Dave

Greetings, Kieinfelter-san, Rurak-san
.
Thank you very much for your suggestion, so far there is no reaction from outside company on this issue in Japan.
But w e are taking following actions and preparations internally assuming future reaction by com m unities, media and etc.
1. We will prepare a MDF statem ent to outside people on this issue based on your Q and A on
your w ebsite www.c-8inform.com. and the statem entat wwto em ployee and their family.
We will not refer to this issue to outside people till som eone would ask this issue to us.
2. We will check C-8 contam ination level at some specified places inside and outsite the Shimizu Works, th e wells in the site, waste w ater to outside, sea w ater near the site, some fishes In th e sea.
3. We will develop the futher facility plan fo r reducing C-8 emission from w aster effluent
and scrubber o ff gas and c-8emission reduction program by the end of 3Q.
I would like to know your com m ent on our actions hereafter.
Best Regards, Tanaka

su b je ct: a p f o v s. 08 in our discussions last week, I noted that In any future docum ents we should not reference -8, but rather refer to It as a pfo . I have confirmed this with Dave Rurak, so please m onitor this effort on all future communications. Regards, vie
