1. INTRODUCTION
The objectivoef thesamplingtaskinthisstudy istocol-lecrtepresentatisvaemples fortracelevelanalysiosf FC residualst,o assesssources,dispersionintheenvironment,and human exposureviathefoodchain.The citieselectedforsample collectiownillbe considered'study' or 'controlc'ities'.Study'citieasreconsideredthoseareaswithFC productionfacilitioerslarge FC-consumers. 'Controlc'itiedso notcontainFC productionorconsumptionfacilitiaensd are matched to studycitiebsased on generallocationp,opulationsize,and drinkingwater source.
During theinitiaplhaseof thestudyphone callswere made tomunicipalagenciesrequesting accessto*variousmatricesof interestB.ased upon thelevelofcooperationreceivedfrom the municipalagenciesa,ppropriatesamplingstrategiewsere developed.The QualityAssurance ProjectPlan(QAPP) and theSurvey Plan containtheappropriatienformatiocnoncerningthe matricesforcollectioannd methods tobe utilizefdorthisprocess.
The fullprojectsamplingscopeisaccomplishedusingtwo fieldteams:1)Battelle'Dsuxbury Personnelcollecdtrinkingwater,POTW, landfilalnd urbanairsamples,and 2)Battelle'Msarine SciencesLaboratory(MSL) personnelcollectsurfacewatern-@crolayebru,lkwaterand finfish samples.Thisreportsummarizes theDuxbury team effort.A separatereportsummarizes the MSL activities.
1.1 Survey SpecificA,.pproval
OrganizationisnMobile Alabama respondedfavorablytosamplingrequestsatthePublicly Owned TreatmentWorks (POTW), themunicipaldrinkingwaterplant,and theMobile Fire Department(foratmosphericsampling)and grantedpermissiontosample atthesesites. Permissionwas notgrantedforsamplingatthemunicipallandfillR.esponsiblepartiesin PensacolaFloridaalsorespondedfavorablyand grantedpermissionforsampling atthePOTW, themunicipaldrinldngwaterplant,and thePensacolaFireDepartment(forat*mospheric sampling).Permissiontosample was deniedatthePensacolamunicipallandfillT.able I
highlighttshecitievsisiteduringthissurveyand theapprovalsgrantedby municipal departments.

2. MEETHODS
The collectioonfenvironmentalsampleswas conducted accordingtoStandardOperation Procedures(SOP's).The SOP's usedintheMulti-CityStudy were writtebny Battellaend are used totrainpersonalpriortofieldactivitiaensd alsoserveasa referencedocuments whilein the field.These documents,alongwiththeQAPP, serveas theguidancedocuments forthe collectioonf fieldsamples.The methods used forcollectioanresummarized below.
The collectioonfpositiondata(latitudaend longitude)was completedateach samplinglocation usinga Garmin 12)L GPS unitaccordingto BattelleSOP 3-164-01.Instrumentaccuracywas validatedby comparingan acquiredpositionYersusa positionofknown location.The collection of airsampleswas completedusinga GeneralMetals Model PS-1 atmosphericsampler.The samplingwas conductedaccordingtoBattelleSOP M3-MC-F-1.1. The use of thissystem allowstheseparatecollectioonf particulataend vapor phase compounds usinga glassfiberfilter forparticulatmeatterand a polyurethanefoam PUF forthevaporphase.Water samples from drinkingwatersuppliesP,OTW'S, and landfillwsere collecteadccordingto SOP M3-F-2.0. Surfacewater sampleswere collectevdiadirectsubmersionof the'samplebottle.Tap water and drinkingwater,suppliedby themunicipalplant,were collectevdiaa valvesystem.Effluentwas collecteudsingeithera bucketor smallsampling*beaker'.Sedimentsampleswere collecteudsing BattellSeOP M3-F-7.0. Sediment sampleswere collectedusinga stainlesssteelspoon in Mobile,seeSection6 foran explanationof thecollectiopnrocedureinPensacola.-Sludgein Mobile was collecteudsinga valvesystem,in Pensacolaitwas collecteudsing a stainlesssteel spoon suppliedby thePOTW.

Followinga discussiownithW. Porterwe were bmught totheW SL /Avay SL pumping station. Followinga brieftourand explanationof thestation'osperationt,hedrinkingwaterintakeand treatedwatersamples were collected.

4.RESULTS
Thissurveya,spartoftheMulti-CitSytudy,resulteidnthe*collecotfitohnemajoritoyfthe samples describedin Tables 3-5-ofthe QAPP. Tables 8 and 9 containa descriptionof allthe samples collectedduring the survey. As a resultof thequalityassuranceauditconducted during the initiaslurvey severalminor changes were requiredto theQAPP. These amendments to the document arelocatedin Amendment 1 to Revision 1. The followingsectionsdescribetheresults of the sample collectioneffortthatoccurred during thissurvey.

5.1 Sample Matrix Availability
Per clientinstructionnso food itemswere collectedduringsurvey.Due toschedulingand permit issuesno finfiswhere collecdturingthissurvey.The collectioonf POTW influentdidnotoccur ateitherMobile or Pensacoladue to healthconcerns. Both POTW influentstreamsavailablefor sampling containedbiologicalhazards.The staffatfacilitiiensboth citieisndicatedthatthe chlorinatiopnrocessoccursfollowingsecondary treatment.
The collectionoflandfilleachatedid not occur at'eitheMrobile orPensacola because permissionwas not grantedin eithercity.In each cityan alternativseample was takenfrom a stream or creek locatedclosetothe landfill.
Also collectedb,ut not includedinthe QA-PP, was a s.ampleofquiet/undisturbesdurfacewater. This sample isintendedforuse in a long-termtransportstudy thatiscurrentlybeing conducted. The sampling locationsinboth citieswere alteredfrom the originalsitedue to a lackof access. In Mobile the areasurroundingthesuggestedinletwas industrializewdith no pointsof access.A barge constructioncompany was approached forpermittingaccessbut themanager denied us because of our inabilittyo disclosethe natureof our sampling. InPensacola privateresidences surroundedthe initiaslampling location.
5.2 Onsite Observations
Mobile, AL: The POTW islocatedadjacentto a coal depotina highlyindustrializeadreaalong therivert,heydischarge-500-1,000 feetoffshoreintothechannelof theMobile River.At surfacewater sitestwo and three,severalpeople were fishingand crabbing.The chinkingwater plantsampled was thesmallerof two plantsmaintainedby thecity.During peak production both plantscan produce approximately50 MGD. Pensacola,FL: An articlienthelocalpaper on tfieday we arriveddescribedTexar Bayou as beingheavilycontaminatedwith heavy metalsfrom two industriasliteasnd highlevelsof fecal coliform.At thedrinkingwaterpump stationitwas discoveredthatsome of thecity'wsellsare contaminatedwithvolatiloerganiccompounds. Those wellsarefittewdithcharcoalfiltertso remove thecompounds. The wellsampled was notfilteredT.he POTW sludgeisincinerated onsiteattheGovernment St.facility.
5.3 ]InstrumentationResults
Air sampleswere collecteduringthesurvey usinga GeneralMetalsModel PS-1 airsampler. AccordingtoSOP M3-MC-Fl.1, theairsamplercalibratioinsacceptabliefitiswithin10% of the.expecterdesultsT.o determinetheacceptableresultas calibratiownas conductedin Duxbury priortotheinitiationfthestudy.The initiaclalibratiocnurveresultedin a R2 valueof 0.997. The calibratiocnurvesgeneratedinMobile and Pensacolahad R 2 valuesof 0.996 and 0.998respectivelyT.he percentdifferencienrecordedvaluesfrom theinitiaclalibratiornanged from 0.0% to-5.6% forMobile and -3.9% to 5.1% forPensacola.
SitelocationisnMobile,Alabama were detem-iineudsinga handheldGarmin 12YL GPS. The accuracyof theGPS unitwas verifiepdriorto departingDuxbury by 'comparinga benchmark on Battellperopertyversusthelocationdeterminedby theinstrument.The differencebetween the benchmark locationand theGPS measurement was 30 meters.FollowingshipmenttoAlabama theinstrumentwas reinitializeTdh.is was conductedattheCoastGuard StationMobile on June 23d. The resultosftheverificatiofnosreach samplingday inMobile arepresentedinTable 12. The resultoftheverificatiofnorMobile isa differenceof20 meterson June 23 and 0 meters on June24 between positionsT.he instrumentwas lostduringshipmentfrom Mobile toPensacola, Floridaand was notused duringthePensacolasurvey.
AccordingtotheQAPP, theminimum distancebetween sedimentsamplingsitespositioniss500 feet.The samplinglocationsforMobile arepresentedinTable 10 withthefollowingresults calculateudsingtheGam-linGPS. The distancefrom Mobile SiteI toSite2 is1,267.2't,he distancefrom Site2 toSite3 is369.6'and thedistancefrom SiteI toSite3 is 1,531.2'.The distancebetween Site2 and Site3 islessthantherequired500 feetbut willbe accepted.The calculatioonfa lineardistanceusingtheGPS resultisn a distanceof lessthan500 feetalthough itshouldbe notedfortherecordthattheactualdistancealongtheshorewas wellbeyond this minimum distanceT.he samples were collectedon both sidesof a localizepdeninsulacreatedby thebridgeabutment.
Table 11 providesthesamplinglocationsforPensacolaFL. AlthoughtheGPS was lostan attemptwas made toprovidean accuratestreetaddressor locationforeach samplingsite.The sedimentcollectiosnitesatTexar Bayou were locatedata minimum of 500-1,000feetapart.
