On another note, I was thinking about a comment Annie made Friday. EO 13783 calls for the agency to identify 'agency actions' (which are regs, policy, guidance, etc.) which would be recommended to revise, rescind or suspend if found to place unnecessary burden on energy resource development. I think Annie asked 'can FS rescind'? It seems like there may be an issue with semantics in the EO.
