February 13. 1995 The Executive Committee (EC) met once again via conference call on February 13, 1995 following the attached agenda plus several added topics. Theresa Termine highlighted the Vinyl Summit with about 55 expected attendees on February 15. A complete "after action" report will be issued to the Board and the IMC. Considerable discussion followed on the VI "wish list" for Congress. - general agreement to take a low profile with respect to IJC. When the agenda for the Duluth meeting is known (September, 95), we will comment in writing as appropriate and also monitor the meeting itself. - after considering an alternative proposal by Dow, the EC authorized a project designed to have the office of Technology Assessment (OTA) act as a third party auditor to bring congres sional oversight to the EPA dioxin reassessment. The Fourth Tripartite Conference to be held in Toronto October 16-18 will include representatives of Environment Canada for a briefing session followed by a reception and dinner on October 18. We will hold rooms for 20 member company representatives expected to attend. A brief update on European developments subsequent to R. Buhl's semi-annual report then followed. Bob Burnett will be in Europe in late February and will brief the EC at our next ses sion; Advance notice of the HSE activity relative to "community exppsure" was given by Meredith Scheck. At the request of the chair, Bob Burnett commented on the presentation made at the SPI Board meeting on January 27. Alan Bailey, as the VI Board representative, advised the senior plas tics executives present that the chlorine issue affects the entire industry and not only FVC. George Dillon commented on the Dow announcement (February 10) that the company will reduce dioxin emissions from plant loca tions by 90 percent over the next decade. Nora Jacobs explained the videotaping schedule for April as the planned continuation of "On the Firing Line" for member education on vinyl issues. These modules will be suitable for use with other interested parties such as customers, local officials, etc. The Executive Committee decided to continue the practice of monthly meetings via conference call. Specific comments on the points listed are as follows: 1) Theresa Termine of Nichols-Dezenhall walked us through the five point "wish list" for the new Congress. There was general agreement to prioritizing congressional oversight and IJC related activities. Our preference for oversight is through OTA. 2) The group was updated on the response being submitted to EPA "as we spoke". We are confident our package addresses the major agency concerns about PVC production, disposal by incineration and in accidental fires. 3) Agreed the guidance from the Board is to develop a '95-'96 budget comparable to this year's actual expenditures with a maximum 10 percent override, if necessary# to be covered by assessment. 4) Noted. 5) Noted (proposed agenda format to be sent to the Executive Committee - copy attached).* 6) Peter de la Cruz informed the Executive Committee of legal status on pending actions. 7) Approved a VI contribution to the Alliance for Reasonable Regulation of $20,000 (50 percent in Fiscal Year '94-'95). 8) Strong support expressed - time, talent and treasure if necessary! *See Fax response just received from JPA. concurred with our original proposal. We expect an IGCCA meeting will take place at the same location over the balance of the week.
