Freeze Precaution Procedure: 1.0 Objective: 1.1 To take all water systems out of service or arrange the flows in such a manner as to prevent them from freezing during cold weather. 1.2 To monitor all water systems that might remain in service using the checklists provided. 2.0 Responsibility: 2.1 It is the responsibility of the operations supervisor and the senior operations specialist to ensure that this procedure is followed. 2.2 It is the responsibility of the senior operations specialist and the operations to follow this procedure and complete all associated checklists. specialist 3.0 Special Notations: 3.1 If the temperature is predicted to drop to 25 degrees f or less it will be necessary to put this procedure into effect. 3.2 All freeze protection valves should be monitored periodically using the checklists provided with the procedure. 3.3 Inform the plant insulator of any instrumentation or equipment which requires steam during cold weather in order for him to check the hot water tracing and the insulation on it. Check to make sure secure. 6.11 Turn on ricwell electric tracing for dock line if product Is in the line and then only with the direction of loading Supervisor or marine loading coordinator. 6.12 Take bleed on potable water, men's bathroom shower & sink. 6.13 Check make sure a bleed is off of discharge filters from C-550's and also at bottom of D-552 6.14 Take bleed at both the 235# and 475# desuperheaters 6.15 Drain condensate to amines pig trap 6.16 Take bleed on heater in maintenance shop. Level 2 freeze is when the temperature is forecast to drop. Below 20 degrees f. with wind chill factor - 10 degrees f. And will not rise above 32 degrees f. the next day. After putting blanket around air compressor put a steam. Hose on the water traps on the compressor discharge Start and run jig's every 2 hours to assure they are in running condition. Also move where the north wind does not. Hit them directly and put steam under hoods when possible. 7.0 Blowing Safety Showers: yes 7.1 Shutdown P-570 and drain water 7.2 Hook up air to D-570 to pressure up system 7.3 Take bleeds on safety shower heads, eye wash stations let. Them purge with air. Use safety shower checklist to make. Blow out all water hoses when possible. 13.5 Leave all bleeds open and shut off the air to allow the header to de-pad. 13.6 Disconnect the air hose and leave the bleed valve in the pipe rack open. 13.7 Swap seal flush on P-580 and P-590 from process water to cooling tower water before blowing out. 13.8 Close the outlet B/V on the seal flush pots on Area III, Tank Truck, Tank Car sump pumps. 14.0 Cold Condensate Blowout Procedure: 14.1 Before blocking in condensate at P-51 l's be sure to put D-215 make-up on D-280 flow and block in fresh make-up. Take a bleed on section of pipe at D-280, between block valves. 14.2 Block in condensate block valve just above P-511 A/B. 14.3 Open the bleed valve at the inlet of E-l 19 to allow the section of line from the block valve to e-219 to drain. 14.4 Attach an air hose to the bleed valve at E-l 19 to pressure the header up.
