Keveaber 1, 1963 She General Business Session of the Annual Keating as called to order by the President at 20:50 aau Safety Ceaaaitt-ee Report = Asbestosis Hr Schianere* Chairman cf the Safety Committee ask to ecmplote the report of the Safety Committeeo A survey of lung diseases which his oeamittee had made seemed appropriate following the comments of Dr Smith Hr Schinnerer reported that there ere 55 eases in the Western States cn which actual compensation had been paid for apparent eecupafeienally related lung disease Eighteen coses were no active; six ere in os Angelest three in San Francisco; eevon in Pcrtlandj one in Salt Lake City and one in Phoenix There as no report from Seattle or Spokane There as a general discussion on relative importancec significance and control of Asbestosis It as moved bar Kr Breach seconded by Hr Kay* and passed* that the problems cf lung diseases among Asbestos Workers be refeared to the Central LaborCcnmitfcee for study and for actlono that the Central Labor Committee work cut the details for the implementation of a policy of nrpvention of occupationally connected lung diseases in the insulation industry thru a pre^egrolevaient and/or chest examination. and that the Control Labor Committee include in its resent dlscusaicas with the Balea a consideration of a nre-affinlcrmeat: and annual chostoxaminatiqn to the effect that each on examination would boccae a condition of employment It as understood that the Central Leber Committee mould be oexteerned with this effective through individual employer action or through Health andWelfaro funds or asnight otherwise appear appropriate from local area to Icsal area The suggestion as made that the Executive Secretary keep in touch with Be Smith in order to obtain infcrcaticu which would be important tc AIC* Dr Smith had offered the names of a - s- PRODUCED > * ' number of lung specialists cn the West Coast to whcn ^he Employers might ; go for appraisal of the Xray program which is implicit in the notion approved aboveo With respect to policy reccrasondations which wore presented to the membership on the proceeding day it was moved by Mr* Schixmcrer, seconded by Hr0 Broach cad passeclfi that the distribution of the "Safe Kcrlce?*" to all Asbestos Worker mechanics be discontinued and replaced by sn occasional one wage pjcterlsi enclcoure or similar safety leaflet along with pay checksr that the "Industrial SpcrvisorM urogram and accident report program be continued. Apprentice Trainingo It was aoTed by Hr0 Shilcutt, seconded by Hr Mcnsoy and passed that the Association recommends that all apprenticeship programs to ho instit-nted An any area should be State approved end State s u p p ortedo Board Reccamendations* Zt was moved by Jiro Sehinnerer seconded by Hr Shilcutt- sad passed that the aeoberafclarge resolution (Appndls XV) be carriedo Secretary-Treasurer Schianerer presented a Board recommendation which had been completed on Thursday afternoon October 31 for consideration by the membershipo The Board reached the conclusion that it was appropriate to add to the professional staff of tho Association by employing labor consultants in the Southern California and Northern California areas and believed that a portion of the current budget of the Association should be allotted for this purpose* Hr* fiehinnerer moved the adoption of the follow Board resolution "that the current annual budget of AIC be revised without increase in budgeted expenditures to obtain funds at an annual rate of $2700 in order 'to employ labor relations consultants in Los Angeles and San Francisco for use; primarily,, but not necessarily exclusively in those areas?1 Tho motion was seconded by Mr Shilcutt This action occasioned considerable discussion from the members present Some felt that this was an unneceessary expenditure by the Association* Others felt that labor relations consultants close at hand in California could mere effectively assist the Association* Others believed that- even though cooultants were advisable it should be paid for completely by the local Chapters* After consideration of various issues involved the motion
