They are quintessential examples of illegal rulemaking, regulatory overreach and scientifically indefensible activities. Attached is an outline of critical Office of Water regulatory reform issues that I had submitted to Scott Pruitt prior to his confirmation. As you suggested, it would be great if I could meet with Samantha Dravis and Brittany (?) to discuss just what had been going on in OW under Nancy Stoner's management (former NRDC senior counsel). Most of the high cost changes were done under the radar by "reinterpreting" existing rules to apply more stringently. (See attached CRR congressional letters explaining the situation). This avoided the need to estimate the nationwide cost impact of the revised EPA mandate. I suspect it would take an hour of your team's time to review these issues and to discuss how they may be addressed effectively. PS - Any progress on moving Taunton to a peer review?
