Dear Ron:
You will recall that at the last Technical Committee Meeting on
September 17, it was decided that you and I would work together
to arrange and set up a seminar/meeting with vinyl fabricators of
consumer products on environmental issues of interest to the
industry.
In anticipation of our next Technical Committee
meeting on January 20, listed below are the general subject
matters that I believe would be desirable and appropriate for
such a seminar:
1. Overview of environmental issues affecting the industry.
2. Health and Safety Issues
a) Angiosarcoma/Unit Risk Factors
b) Fire/Combustion toxicity
3. Solid Waste Management Issues
a)Recycling including VI programs for sortation and
reclaiming
b)Incineration including Dioxin generation
4. Life Cycle Analysis (LCAs) -- Review of current "state of
the art* on PVC LCAs and proper use and application of LCAs.
5. Global Issues including the Greenpeace
anti-chlorine
activity, linkage with PVC and what industry is doing to counter
this attack.
6. The role of the vinyl processor - - What can they do to
assure the continued health and growth of the industry.
Let me have your thoughts on this and we can plan to discuss
this at the next Technical Committee meeting. I will be leaving
Florida on December 15 to spend the next few weeks in Rhode
Island where our daughter is expecting her fourth child. If you
have any project summary reports, please send them to me at the
address below. I will put together a proposed agenda shortly
thereafter and send it to you for your review and approval.

Objective of Program: To increase awareness of fabricators of vinyl
products of environmental issues facing the PVC industry so they can become involved in grass-roots actvities to refute anti-vinyl allegations by industry's critics.
Description of Planned Activity: 1- Focus groups to determine areas to
emphasized in 3 or 4 regional seminars to be conducted. 2-Three to four regional seminars with possible topics as given in the attached letter to Ron Me Creedy dated Dec. 14, 1993. 3- Pro vide attendees with appropriate take-home reference materials.

Dear Bob,
At Bud's request I am writing to provide information on IEC-89
and the meeting in Milan the last week of May 1993.
IEC-89 is a technical committee of the International
Electrotechnical Commission responsible for writing Fire Hazard
Assessment Standards for electrical products.
While it serves a world wide constituency primary emphasis now
and over the past few years has been to complete standards
acceptable for the European Economic Community EC-92.
The Milan meeting is a working session for the eight Working
Groups (WG) to fine tune several standards for final action at the
bi-annual meeting of IEC-89 in Sidney, Australia in November 1993.
The areas of primary interest to PVC and of which I am an
official U.S. Technical Expert (Representative) are WG 2, General
Guidance, Fire Hazard and Risk Assessment, WG 3, Fire Hazard
Testing for Smoke Opacity and Corrosivity, and Working Group 7,
Toxicity.
John Blair of DuPont is the Conveener of WG-2, and I am the U.S.
Technical Expert. We are attempting to get a Guidance standard
updated and consistent with the ASTM E5.35 draft guide document.
I am Chairman of E5.35. With these documents standards writing
organizations can then write product hazard assessments. These
Hazard Assessment standards would verify the safe acceptable use of
PVC in current applications.
WG-3 is chaired by a French delegate.
There are 3 U.S.
Technical Experts; Loren Caudill of DuPont, Art Fine of AT & T, and
me. With smoke opacity we are currently finalizing a document with
no major issues. With corrosivity we are bucking the French and
German influence with their bias for the CNET (French) and DIN
(German) Corrosivity test methods. I am pushing to assure the ASTM
D9.21 "Cone Corrosimeter" test method is included. The CNET and
DIN method are already accepted. While Loren Caudill is the
primary pusher for the ASTM D9.21 method, he seems to also favor
the CNET and DIN. Back in the U.S. the polyolefin people are

pushing the ASTM E5.21.70 (NIBS apparatus) method and want it
included in the IEC-89 Standard.
I have a negative vote
outstanding, as does Marcelo in the latest E5.21.70 ballot. It is
not likely to survive the cut in IEC-89 without U.S.
standardization.
WG-7 is preparing a Guidance Document on testing for the toxic
potency of combustion products. The standard has run into some
hurdles which would tend to make it more onerous for U.S. Plastics.
Jim Hoover of DuPont and I represent the U.S. on WG-7. Dr.
Elizebeth Ness, of the UK is the Conveener.
In Milan I will attend meetings of WG-3 AM/PM Monday May 24 and AM May 25, WG-2 PM May 25 and AM/PM May 26, WG-7 AM/PM May 26 and May 27.
