Purpose - The purpose of this procedure is to specify actions to be, taken during a VCM emergency situation. 2. Definition of VCM Emergency - as used here, and by OSHA, VCM emergency means any occurrence, such as equipment failure or vessel relief, which results in a massive release of VCM into the workplace. 3. Actions to be Taken in an Emergency a. All personnel not directly involved in controlling the VCM will immediately evacuate 84 Bldg, and proceed to the assembly area according to the evacuation procedures and maps posted throughout the building. If possible, emergency shutdown procedures will be performed' before evacuating. b. All persons remaining to control the VCM emergency will wear Whitecap respirators. The senior member of Supervision present will determine when, or if, it is necessary to don impermeable clothing, change to Scott Pressur-Pak II respirators, or evacuate completely. c. All other actions normally taken to control other types of incidents, (use of 2222 telephone number, etc.) will also be done during a VCM emergency. d. Once evacuated' from the area, no one will return to his work station until instructed that it is safe to do so by the senior member of Supervision present. 4. End of a VCM Emergency - A VCM emergency situation will not be considered over until: a. The VCM source has been totally controlled. , b. All liquid VCM has evaporated. c. The gas chromatograph or Century meter shows that VCM vapor levels have returned to the normal levels existing just prior to the emergency.
