The fuel at this Facility is sold to the public. The Environmental Protection Agency's records indicate that the Facility has one STIp3 underground storage tank (UST), which was installed in July 1996. The 4,000-gallon tank is compartmentalized into two tanks. The first tank (Tank 1) is 2,000 gallons and contains regular unleaded. The second tank (Tank 2) is 2,000 gallons and contains diesel. The tanks piping is a European safe suction system using singlewalled steel pipes encased in PVC chase. The facility uses single-walled spill buckets and has ball float valves used for overfilling prevention. Inspection Narrative On September 26, 2023, the EPA UST program personnel conducted an inspection at Hoffman's Garage in Solen, North Dakota. The EPA last inspected the Facility on November 5, 2020, and it was selected for routine reinspection. On September 19, 2023, Andy Woodward spoke to the Facility manager to schedule the inspection and asked for a list of UST documents to be available for the inspectors to review (see Attachment A). 3040008 - Hoffman's Garage Page 1 of 3 9/26/2023 UST Inspection The EPA inspectors arrived at the Facility at approximately 1:25 p.m. Central Daylight Time (CDT). Mr. Woodward introduced himself and presented his inspector credentials. He filled out a Notice of Inspection (NOI) (see Attachment B) and requested a signature. Mr. Woodward explained that the NOI serves as documentation of consent for the EPA to conduct an inspection. He stated that he would provide the NOI to them at the end of the inspection. The EPA inspectors began with a review of the Facility UST records followed by a physical inspection of the UST system. EPA inspectors took photographs of the UST system components during the inspection (see Attachment C). A Facility representative assisted with the physical inspection. Tank Leak Detection Tank leak detection consists of manual interstitial monitoring (IM). Facility representatives provided twelve previous months of manual interstitial tank monitoring records dating back from September 2023 through August 2022. Piping Leak Detection The Facility's piping is equipped with a European safe suction system. Cathodic Protection The Facility uses a sacrificial anode cathodic protection system for the steel tank and pipes. Documentation for the last two passing system tests were on May 24, 2023, and May 11, 2020 (see Attachment D). Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Current documentation of the triennial spill bucket tests and the overfill prevention equipment tests show passing results on May 24, 2023, performed by Quam Petroleum from Mandan, North Dakota. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Monthly walkthrough inspection checklists were completed dating back over twelve months from the time of inspection. Annual walkthrough inspection consists of visually examining the interstitial gauge stick for wear and practical use, which is noted at the top of the Facility's monthly release detection record for 2023. Since the gauge stick is not used to measure fuel in the tanks, the accuracy of the stick's graduations is not a concern, it must be capable of determining a wet/dry test. Operator Training The Facility provided a current class A/B operator training record for the primary facility representative at the time of inspection. Class C operator training is not required at this facility, as the primary facility representative is always on-site during business hours. 3040008 - Hoffman's Garage Page 2 of 3 9/26/2023 UST Inspection Financial Responsibility The Facility is currently registered with the North Dakota Division of Environmental Quality (DEQ) Petroleum Tank Release Compensation Fund through July 31, 2024. Physical Observations EPA inspectors viewed the spill buckets, under dispenser safe suction system, interstitial monitoring port and gauge stick. The Facility representative demonstrated the manual interstitial monitoring method performed each month by checking the annular space of the interstice for liquids. The observations indicate an adequate operating procedure for tank release detection requirements. Conclusion At the conclusion of the inspection, Mr. Woodward completed the NOI form and the Facility representative signed and received a copy. Mr. Woodward stated a final report with a copy of the inspection checklist (see Attachment E) would be provided in about 60 days. The inspectors thanked them for their time and left the premises.
