Stapleton On February 13, Mr. Ed Raab, of General Electric's Group Technical Resources Operation, phoned me to state that has again itself to # after a three month management consideration. One of the reasons for this survey was, of course in part, EPA setting of standards for PCB's as toxic pollutants. General Electric considers that the standards are unrealistic and they will work aggressively to get them modified to an acceptable level by all means possible to them. Mr. Raab stated they were planning an intense lobbying campaign as well as presentation of technical logic. Further General Electric advised that i^^fehey -^re Mt succes1 in getting the standards changed, and since the standards will become law in July 1975, it is iapstspi^toafele that ^Eiectric will go^ft^-.xjpurt againstt&e-iEPA. They will at that time mo^t^bikely^ask'Monsanto, National Electric Manufacturers' Association and perhaps Westinghouse'tso Mr. Raab and General Electric is totally familiar with our position and statements to the EPA which, in general, support General Electric's thinking. The General Electric executives taking this position are Mr. Art Peltasalo, Group Vice President and Mr. C. J. Meloun, Vice President, Transformers, Pittsfield. Mr. Raab also reviewed items which have been previously reported by Mr. Paul Benignus, in his memo dated February 8, 1974 to Cuming Paton, subject "Transformer Pyranol." This memorandum is attached.
