Dear Mr. Thorndal: This is in response to your letter of February 2, 1989, which I had occasion to discuss with you on February 13, 1989. I have not heard further from you since then. As I told you, I have received similar letters concerning the cases we are handling in the PCB change-out area. Enclosed is a copy of our standard letter replying to the type of letter you forwarded to me on February 2, 1989. I'm sure that Westinghouse is familiar with its content. If we do not hear from you shortly with respect to: 1) tolling agreements, 2) confidentiality agreements, and 3) an effort at good faith negotiations to settle this matter, we will assume that neither Westinghouse, General Electric nor Monsanto have any interest in settling this matter short of litigation.
