DeBernardi January 3, 1980 Deregulation of Area #5 - Top of EDC Tanks I am pleased to report that based on the analysis of specific sampling data regulated area #5 (Top of EDC Tanks) has been deregulated effective January 1, 1980. The data analyzed indicates that employee exposure over the OSHA permissible limit for VCM has been eliminated in this regulated area. These results are directly related to engineering changes and improved work practice controls to reduce and/or eliminate such exposures on top of the EDC tanks. 1) All API storage tank vents are connected to a header routing the emissions to the incinerator. 2) Closed hand gauging chambers have been installed on EDC storage tanks. 3) Leaks on the tanks have been repaired. Should conditions change on top of the EDC tanks, these areas will be monitored as needed to determine any changes in the exposure levels. Appropriate respiratory protective equipment will be used by personnel if changes in exposure levels occur until the problem is found and eliminated.
