Cain PIPELINE -- VCM PLANT In our 1970 proposed capital budget, we requested $ 06b to provide a pipeline from the VCM Plant to our cyclohexane plant. This line would be tied to the existing cyclohexane line to the dock to be used for E.D.C. This anticipates elimination of cyclohexane production. E.D.C. trucking cost to the dock tank is 6q/cwt. We expect, therefore, this will be a sound investment as well as eliminate the large local truck traffic in E.D.C. * By making a short jumper off this line, we believe it will permit sending VCM Plant HC1 to Ancon for experimental purposes. At the present time minor bottleneck removals are underway in the methyl chloride plant that will give us as much as 5 MM lbs, of additional capacity. However, there have been frequent times when maximum desired amounts of HC1 have been unavailable from P.P.G., and there is no reason to believe this will not continue. This pipeline would permit us to study blending of small quantities from our HC1 with that from P.P.G., thus supplementing supply. , It would als permit further evaluation of HC1 clean-up schemes through actual conver sion to methyl chloride.. In view of our sold-out position on methyl chloride, coupled with the virtual no-risk aspect of this Investment, I request your approval t pro ceed with this investment now, using -existing unallocated funds.
