This emergency standard consists.ofprevisions' to the existing standard covering occupational ejjposurer to asbestos.
The ETS permits employers Jho reduce/the permissible exposure
limit from the current
of Sir-to the 0.5 f/cc of air by
any feasible combination of engineering controls, work practices
and respiratory protection. 4A
OSHA has determined that ..continued employee exposure to asbestos under conditions that.,xceed the 0.5 f/cc level presents a grave danger of developing asbestos induced cancer and asbestosis to exposed en^loyees. ' This is the basis for the ETS.
. OSHA .int^hds tq'publish a separate notice of proposed rulemaking

The last paragraph of Sales Department Letter #76-46 still it up. There is no measurable amount, of airborne asbestos fiber liberated to atmosphere during clutch or brake engagement, so there is no cause for concern that a health hazard exists.
