* ft SPEAKER'S INTRODUCTION Mr. Edward A. Klein has been Director of the Chemical Control Division of the Office of Toxic Substances of the Environmental Protection Agency since October, 1980. As Director, he is responsible for selecting and implementing appropriate regulatory and non-regulatory strategies for existing and new chemicals. Prior to working for the Environmental Protection Agency, Mr. Klein was the Special Assistant to the Associate Solicitor for Occupational Safety and Health, where he was the solicitor's office specialist on a wide variety of health regulatory matters, including vinyl chloride coke oven emissions and carcinogens. Before his six and one-half year tenure at OSHA Mr. Klein served as an attorney for the National Labor Relations Board for four and one-half years providing recommendations on significant labor issues and serving as a trial and investigatory attorney. Mr. Klein's undergraduate college work was done at Penn State University and he earned his law degree from the New York Law School. Mr. Klein has received several Outstanding Performance Awards and a Distinguished Achievement Award from the Department of Labor and has published several articles concerning workplace hazards. Additionally, he has given many presentations to groups such as the Brookings Institute, the American Bar Association and the United States Chamber of Commerce. i CAPCO JEN 0032350
