Here is the full document that I took the excerpt from.
It is not yet a regulation but is in the development process. What you will see at the beginning of the document is the original proposal by Germany and Norway, then the opinions of the Risk Assessment Committee and the Committee for Socio-economic analysis (SEAC). SEAC has proposed the 1000 ppb level per substance for foam. The European Commission will usually give deference to the SEAC1s opinion.
Based on this input, the European Commission will develop an amendment to the list of restrictions (Annex XVII of REACH) for approval by the EU Parliament and Commission. Then it will be a regulation.
