The purpose of the Practice 1s to ensure the safe ty and health of employees d ire ctly Involved with performing the wort and of others, e ith e r In the 1divediate area o r downwind, who may be exposed to residual dust/flbers. A ll in su la tio n m aterials approved through the use of UCC Insulation Standards have been spe cified asbestos-free since 197b. 2 STANDARDS 2.1 Perm issible Exposure Lim its 2.1.1 Employee 8-hour time-weighted average exposure to airborne concentrations of asbestos fib e rs sh a ll not exceed D.2 fib e rs , longer than 5 micrometers, per cubic centimeter of a ir. 2.1.2 An action level of 0.1 fib ers, longer than 5 micrometers, per cubic centimeter of a i r has been set which t rig g e rs the Bwnltoring, medical, and employee Information and tra in in g requirements. '.Z Work Practice s 22 1 In so fa r as practicable, demolition, removal o r handling of asbestos-containing In su la tio n sh a ll be perfonned w hile the m aterial 1s 1n a s u ffic ie n tly wet state to prevent emission of airborne fib e rs exceeding exposure lim it s prescribed 1n 2.1.1 and 2.1.2. See Section 2 .7 . fo r the spe cific EPA regulations that control wort practices. Wherever fe asible , the employer sh a ll e sta b lish negative-pressure enclosures before commencing removal, demolition, and rennovation operations. 2.2.2 Caution s ig n s sh all be posted at a l l approaches to areas which may contain excessive concentrations of airborne asbestos fib e r s so that an employee may read the sign s and take necessary protective steps before entering the area. The signs shall state: DANGER-ASBESTOS; CANCER AND LUNG DISEASE HAZARD - AUTHORIZED PERSONNEL ONLY; RESPIRATORS ANb PROTECTIVE CLOTHING ARE REWIRED IN THIS AREA In addition to these sig n s, le g ib le signs warning of the health haiards o f asbestos sh a ll be provided and displayed a t each location where airborne concentrations of asbestos fib ers may exceed the exposure H o l t s lis t e d 1n Section 2.1.1. See Section 2.0.A.A fo r additional requirements fo r posting signs. Whenever feasible, a negative pressure enclosure must be established before coim-endng removal, demolition or rennovation operation. A ir exhausted from the enclosure must pass through a HEP f il t e r (See 29 CFR l92b.S6|. 2.2.2.1 An appropriate barricade, using caution or b a rrie r tape fo r example, sh all be erected around the perimeter of outdoor areas as a supplementary, protective measure to discourage unauthorized entry. Otherwise, place p la s tic sheeting beneath the job site . 1st spray the removed In su la tio n with water, amended water, o r wetting agent and then place 1n p la s tic bags. When wet methods of removal/cleanup are Im practical, e.g.. when temperatures are below freezing, vacuuming o r sweeping may serve as an effective alternate cleanup method. Sweeping compound shall be applied to the work area to prevent dust generation when sweeping. See Sections 2.7.3.7 and 2.7.4 fo r sp e cific work practice requirements. The label s h a ll state: DANGER - CONTAINS ASBESTOS FIBERS; AVOID CREATING DUST; CANCER AND LUNG DISEASE HAZARD Where fe a sib le , in sta lle d asbestos containing products sliould be labeled 1n accordance with 2.2.4. * 2.2.5 Regulated Areas - Employers must Identify as regulated areas any locations in t h e ir workplaces where there may be occupational exposures to airborne concentrations of asbestos above the PEL. Only authorized persons, with proper resp irato ry protection, may enter regulated areas which must be cle arly posted. Eating, drinking, and smoking are prohibited 1n regulated areas. 2.2.b Housekeeping - A ll external surfaces 1n any place of employment sh all be maintained free of accumulation of asbestos fib e rs. Special attention should be given to cleaning scaffolds used 1n demolition work. Clean-up of asbestos dust 1s prohibited with compressed a ir . dry-sweeping or any dry clean-up process. 2 .2.7 Waste D isposal - Asbestos waste, scrap, debris, bags, containers, equipment, and asbestos-contaminated disposable clo th in g, that 1s consigned fo r disposal and which M y proouce airborne concentrations of asbestos fib e rs in excess of perm issible exposure lim it s , sh all be collected and disposed of in sealed le a k -tig h t containers to an approved la n d fill. See Section 2.6.4 fo r sp e c ific disposal requirements. 2.3 Personal Protective Equipment 2.3.1 Respiratory Protection - Employees engaged In the spraying [wetting-downj of asbestos, the removal; In the demolition of pipes, stru ctu re s, or equipment covereo or insulated with asbestos; and in the removal o r demolition of asbestos In su la tio n o r coverings sh all be provided with respiratory equipment based on the a ir concentration In Table I and selected from among those approved by the Mine Safety and Health Administration, Department of the In te rio r, o r the National In stitu te of Occupational Safety and Health, Department of health ano Human Services descHbeo In 30 CFR Part I I .
