Per our recent discussions, we are pleased to offer the following budget cost esti mates for performing various services relating to asbestos abatement at your facility:

Asbestos Abatement Superintendent. Includes daily air monitoring, (using 3" pipe w/2" insu lation as average)
As we discussed there are multiple precautions that must be taken and monitored to ensure compliance with minimum requirements. Dear Mr. Cartwright,
During the walk-through survey you and I conducted,. I identified abboouutt*60: places in the asbestos insulation on pipes in Buildings 1, 2, 3, and 4.
The areas in need of repair are characterized by fractured insulation, frayed pieces hanging and falling on the floor. These spots should be cleaned; the frayed insulation removed; and the remaining insulation at the repair point should be taped and encapsulated.
Our survey was very brief and lacked detail. To provide a solid cost estimate, I need to conduct a detailed inspection. At this time I can offer a reasonable estimate which can be used as a budget figure to start the project.
The project entails the repair of critical areas of asbestos insulation on pipes. The critical areas are defined as areas where asbestos insulation is in such disrepair that particles of the insulation are falling on the floor and in part could be emitted into the air.
I estimate that we can repair the critical areas for Twenty-One-ThousandTwo-Hundred-and-Fifty Dollars .($21,250.00). We can discuss the pricing in more detail, when you are ready to proceed. We need to identify each spot to be repaired and agree which one will be repaired in this project.

Dear Mr. McCabe,
As you requested, I performed a brief visual asbestos survey of buildings 1, 2, 3, and 4. Mr. Robert Cartwright of your office guided me through the buildings.
Based on our conversation and the survey, I recommend the following steps:
(1) Establish if asbestos particles are present in the air of the buildings; and establish the types and concentrations of asbestos present in the insulation materials. This can be achieved by the implementation of an asbestos air and insulation sampling and analysis program.
(2) Identify and repair/remove specific areas where asbestos insulation is frayed and crumbling. In the brief survey over 50 placed were identi fied that need immediate reapir.
(3) Develop and implement an asbestos abatement program for each of the four buildings. The program should include evaluation of alternative abatement measures - removal or encapsulation.
We propose the following approach:
. (1Implement immediately an asbestos sampling and analysis program. This should include: -.Four '.*1 air samples in each building for a total of 16 air samples - Eight (8) bulk samples taken from selected spots on the insulation in the four buildings - Samsel Services Company offers to implement and complete this program for a lump sum of Two-Thousand-Three-Hundred-and-Forty Dollars ($2,340.00). We can perform this work as soon as you issue the authorization to proceed.
(2) Develop with the contractor (Samsel Services Company) an agreement which of the over 50 critical spots identified with frayed and crumbling asbestos should be repaired immediately. Develop an estimated cost and instruct the contractor to proceed with repairs to eliminate the
immediate hazard.

(3) Work with the contractor to develop the long range asbestos abatement plan costing out the alternatives, setting a budget and goal for completion, and developing specifications for the work.

Samsel Services Company has performed asbestos abatement projects in full compliance with federal, state, and local regulations. The Company has highly trained and experienced hazardous materials technicians who will perform the work according to regulations governing the sampling, testing, removal, and/or encapsulation of asbestos materials.
