James F. Coerver Techn1 cal Secretary Louisiana Air Control Commission P. 0. Box 60630 New Orleans, LA 70160
Dear Mr. Coerver:
Conoco's VCM Plant located in Westlake, Louisiana hereby requests a permit revision under Section 6.1.1 of the LACC regulations. The permit revision is being requested because a system is currently under construction that will enable the VCM Plant to fire either natural gas, as is presently done, or an alternate fuel gas in its cracking furnaces. Final tie-ins for the new system are scheduled to be completed in November, 1979 and current plans call for the VCM Plant to fire a fuel gas which will be obtained from Conoco's Refinery located at Westlake, Louisiana during periods when natural gas supplies are short. Since natural gas supplies are diminishing, it is being forecasted that this alternate fuel gas may replace natural gas as our primary fuel source. The plant plans to alternate between firing the two fuels as supply and demand varies.
A table showing the emission rates reported in our current EIQ as well as those values associated with firing Refinery fuel gas is attached. In addi tion, changes were made on Pages 1 of 9, 2 of'9, 9 of 9, and 6 of 9 (1 and 2 of 18) of the VCM Plant's EIQ to reflect the emissions rates for firing the Refinery fuel gas and a copy of the revised EIQ is attached. No new dis persion modeling has been conducted because the only change in emissions flowrates is the SO2 flowrate and that change is considered to be insignificant. Therefore, we request the Technical Secretary's approval of the permit revision without the benefit of dispersion modeling.
If you have any questions, please contact G. L. Foshee, Chief Process Engineer at (318) 491-5062.
Sincerely,
