Genetti January 03, 1992 VBIA VCM TANK FARM COMPRESSOR UPGRADE -INTERLOCKS MEETING MINUTES -NITROGEN PURGE TEST RUN REVIEW MEETING A meeting was held on December 19, 1991 to discuss the DCS interlocks required for the VCM Tank Farm Compressor Upgrade project. A second meeting was held the same day to discuss the results from the Nitrogen Purge Test Run. Minutes from both meetings are included in this memo. DCS INTERLOCKS All new switches will become inputs to the DCS for interlocking purposes. A graphic for VCM unloading will also be created. Compressor outputs will be provided from the DCS to allow shutdowns under the following conditions: INDIVIDUAL COMPRESSOR SHUTDOWN 1. High head temperature. This is an existing temperature switch which will be tied into the DCS. 2. Low compressor inlet pressure. 3. Low oil pressure in the compressor crankcase. 4. High liquid level in compressor knock out pot. 5. High compressor discharge temperature. ALL COMPRESSOR SHUTDOWN 1. High compressor outlet pressure. High pressure in the emissions recovery system (ERS). This is an existing pressure switch which will be tied into the DCS. 4. Sphere deluge activated. 5. Rail car deluge activated. 6. Sphere isolation valve closed. The compressor will be energized through the DCS. The shut downs will be interlocked with the energizing of the compressor. A manual power switch will be used to start the compressors. This switch will be located at the compressor shed. NITROGEN PURGE TEST RUN The nitrogen purge worked as intended (see report issued on December 19). There were many issues that needed to be resolved before this part of the project could be designed. The nitrogen purge system will be considered as a separate project. Berlin Genetti Coop Process Engineer CC: DEK, JBA, DFJ, JEN, RHS, KGA, TRM, BLT, LDH, JBH, FDA, JRH DAM, MLC,
