Section D: Summary of Findings / Comments
On June 7, 2022, the U.S. Environmental Protection Agency conducted a Reconnaissance Inspection (RI) on the East Okitbbeha Water District, Steele Plantation Development wastewater treatment lagoon (the "Facility") located on Old West Point Road, Starkville MS. The Facility is owned and operated by East Okitbbeha Water District. The inspection was conducted under the authority of Section 308 of the Clean Water Act (CWA), as amended. This report and attachments present the results of the inspection.
I. FACILITY DESCRIPTION
The Facility is a wastewater treatment lagoon that treats domestic wastewater from the Steele Plantation Subdivision. Two weeks before the inspection the permittee installed a pump station to convey wastewater from the subdivision to the Starkville municipal wastewater treatment plant. At the time of this inspection, operation of the facility has been discontinued. No effluent discharge was observed from the treatment plant. The wastewater facility is a single cell lagoon with an inline disinfection chamber that utilizes chlorine tablets. There were no tablets in the chlorinator.
II. COMPLIANCE HISTORY
The EPA reviewed its Enforcement and Compliance History Online (ECHO) on June 27, 2022. The facility's history showed DMR non-receipt for 5 quarters. The operator was informed of the need to submit DMRs even if the facility was not discharging. The operator stated he would back submit the missing DMRs.
III. INSPECTION PROCEDURES
The objective of this RI was to evaluate the condition of the Facilities aerated lagoon and the permittee's selfmonitoring program and offer compliance assistance as needed. Specific tasks included conducting an opening conference, interviewing Facility staff, conducting a site visit to the lagoon and the receiving waters, and a closing conference.
IV. PERMIT
The facility's permit was issued May 6, 2021 and expires April 30, 2026. The facility is permitted to discharge through one outfall to an unnamed tributary of Sand Creek. Facility discharge monitoring reports are due annually by the 28th of January of the following year.
V. FLOW MEASUREMENT
No flow measurement device was observed onsite. In addition, there was no flow into or out of the facility. All flows into the facility were diverted to a pump station and conveyed to the city of Starkville's POTW.

VI. OPERATIONS AND MAINTENANCE Approximately 2 to 3 weeks prior to the inspection, the Steele Plantation Development wastewater conveyance system was connected to a lift station to send wastewater to the Starkville wastewater treatment facility. The Steele Plantation Development wastewater treatment lagoon has not been in use since the lift station began operation. VII. EFFLUENT AND RECEIVING WATERS There was no effluent from the facility. VIII. RECOMMENDATIONS Since the WWTP outfall was recently connected to one of the lift stations of the City of Starkville Publicly Owned Treatment Works, the permittee should request the termination of its NPDES permit to MDEQ.
