Sprowell, started to dump the reactor D-500. "A" operator, Lee Childers, hearing rumble in dump line and sweco reported to Sprowell to stop dump that there was VCM coming from the dump line. The MSA unit came on. The vapor alarm was sounded immediately reporting the emergency also the location of it. I put on Scott Air Pack to investigate. Did not pick up any readings at this point with gas indicators or find anything leaking after stopping the MSA water. Checked area around the new reactor and all around the plant. Did not pick up any reading. Sounded the all clear alarm. No one was exposed to any VCM concentrations. The Honeywell unit failed some reading leak detection form filled out. Found the problem to be in VCM valve to D-500 reactor leaking through. Set up to isolate VCM header and recover same to prevent a reoccurrence until the valve could be changed out on 2/27/78.
