C Re: Modification of Profile WMDS-199511 Dear Mr. Breaux: On March 18, 1992 a sample was sent and a request made to Mr. Ed Peden at the ENSCO laboratory in to approve Profile WMDS- 199511 for disposal at the incinerator in El Dorado, AR. There are some modification that need to be made regarding the Waste Material Data Sheet that was provided with the approval request. 1. As noted on the profile, the amount of water contained in this waste will vary and the range is expected to be 10-40% of the total waste in each shipment. PPG plans to minimize this quantity for obvious reasons, but complete removal is not economically/technically feasible. 2. As a result of (1) above, the BTU value of the waste will vary from truck load to truck load dependent in large part upon the amount of water (i.e. the greater the quantity of water the lower the BTU value. Based on this change in the original information provided, this BTU value is expected to be < 8,000 most all of the time. No BTU value analysis was run on the representative sample sent to ENSCO laboratory. 3. 021490 As a result of (1) above, the pH of the waste when it arrive at the ENSCO facility for disposal is also subject to change due in part to the quantity of water. It should be noted that PPG will make every effort to ensure that the pH of the waste is > 2.0, but the chlorinated hydrocarbons involved inherently generate HC1 as part of their reaction with water. It is understood by PPG that if the pH of the wast is 2.0 pH or below when it is tested at your facility prior to incineration, that it will have to be incinerated as a "direct-burn" from the truck.
