Wheeler Protective Apparel, Inc. ISEA Executive Director In addition to the above, David E. Miller, Corporate Safety Director, Mobil Oil Corporation and Chairman of the ANSI Ll8 Committee and Dr. B. M. Levin, National Fire Prevention and Control Administration, U. S. Department of Commerce, participated in a portion of this meeting. Chairman 1-heeler called the meeting to order at 8:30 a.m.- and asked individual Members to introduce themselves. On motion by Mr. Dickson, seconded by Mr. Clay and carried, the Minutes of the September 29 3 197*+ Meeting of the Safety Wearing Apparel Group were approved as previously distributed. Chairman Wheeler announced that two Members have been admitted to the Safety Wearing Apparel Group since the last meeting. He welcomed Southwest Safety Products and Boss Manufacturing Company to the Association. Mr. Wheeler then proceeded to review the background on the development of Industry Standards for Safety Clothing. He summarized a number of the problems which have been encountered in the past. He then introduced Mr. Miller, the Chairman of the Ll8 Committee. Mr. Miller, pointed out the Il8 Committee was reorganized in 197*+ with the American Petroleum Institute agreeing to serve as the sponsor and secretariat. He pointed out the first meeting of the new Committee was held in ear^y 1975 and poorly attended. The second meeting to be held in March 1975 had to be cancelled because of lack of interest. He also demonstrated with the use of slides that the Committee at its first meeting developed a list of environmental hazards DKS 281 2- - - * and agreed that this would probably be the way to develop Standards through the use of a number of Sub-committees working on these various hazards. A general discussion followed on the development of Standards for Safety Clothing^ One area where Mr. Miller reported difficulty was in getting participation from Government personnel. Mr. Shepard indicated that it was highly important to have the right people from Government Agencies involved and Mr. Edmiston suggested the possibility of personal contacts with these people to see if they will participate. Chairman 'Wheeler suggested that it might be necessary to hire a consultant or have some type of a funded effort to develop Standards. Mr. Sager noted that he felt there was a need for more Industry representation on the Ll8 Committee in the form of users, as well as suppliers of raw materials, i.e. fabrics. Mr. Clay pointed out he felt it was important"to split the Committee into smaller groups to actually do the Standards development work. Mr. Edmiston recommended the Safety Wearing Apparel Group should offer to draft a Standard for the Ll8 Committee. He further suggested -that a Committee be appointed to study this approach and decide on the area to be covered by the first -Standard. After developing this recommendation, Mr. Miller indicated he would get approval of this approach from the entire Committee. On motion by Mr. Sager, seconded by to. Herzberger and carried, it was unanimously agreed that Chairman Wheeler should appoint a Committee to develop the initial approach t-c a Standard covering one particular type of safety clothing. Mr. Wheeler also requeste Members to submit to him names of additional Associations or other groups who might have an. interest in participating on the Ll8 Committee. f Chairman Wheeler introduced Dr. Levin of the National Fire Prevention and Control Administration, 'who described the work his organization has done in developing a .'voluntary Standard for firefighters turnout coats. He pointed out his Agency was created last fall and stated that they also plan to work on Standards for other products such as: helmets, gloves, boots, station uniforms, etc. He pointed out the initial Standard on turnout coats was basically approved in January by the National Fire Protection Association and that this Standard should be available later this year. The Safety Wearing Apparel Group went on record as requesting of Dr. Levin that further Standards efforts by his Agency should be called to the attention of ISEA. We advised Dr. Levin that we would like to be able to offer Industry comments through ISEA on the various Standards they are developing. Dr. Levin indicated his willingness to work through the Executive Director in the development of Standards for firemen's helmets. This will probably be the next project undertaken by his Agency. A general discussion then followed on the advisability of dividing the Safety Wearing Apparel Group into smaller Sub-committees on a product type basis. Chairman Wheeler elaborated on his suggestions for dividing the group, pointing out he felt that Sub-committees might be in a stronger position to actively participate in an area of activity of the greatest concern to them. It was recognized by Members that the division into Product Groups would be rather difficult because of various overlaps. It was decided, therefore, to take no specific action on this suggestion at the present time, pending further developments in the initiation of Standards activities for the Ll8 Committee. Mr. Shepard pointed out that a number of new developments are taking place in the Safety Clothing Industry in foreign countries and recommended the establishment iOt a file on foreign manufacturers to be maintained in the ISEA Office. The Executive Director indicated he would investigate the legality and problems in DfCS 282 -3- establishing a file of.this type. Mr. Clay reported on the participation of the Work Glove Manufacturers Assoc iation in the current import tariff hearings being conducted by the Government. He pointed out that the work glove manufacturers have been severely hurt by imports.- He stated the Dress Glove Industry is virtually non-existent in this country, today, .and that non-supported industrial gloves are also being'severely injured by foreign competition. He encouraged Members to be alert for import competition and recommended strongly that Members contact their Congressmen and Senators and invite them to visit their plants to batter understand the Safety Clothing Industry. Chairman Wheeler recommended that the Safety Wearing Apparel Group plan to have two meetings per year. - Mr. Edmiston pointed out that the Board of Trustees does not"approve of Product Groups holding meetings during Industry shows such as the National Safety Congress. On motion by Mr. Ladick, seconded Mr. Kerzberger and carried, it was agreed to plan on two meetings a year with these taking place before the Annual Meeting and before the National Safety Congress. The Executive Director presented a status report on the work of the ISO Technical Committee TCS&'on Personal Safety, Protective Clothing and Equipment. It was revealed that ISO Standard 2801 dealing with the use of clothing for protection against heat and fire has been published. The Executive Director was requested to attempt to obtain copies for distribution to Members. It was also pointed out a draft copy of a Standard for protective clothing against chemicals has been developed and it was recommended an attempt should be made to obtain a copy of this draft Standard. Chairman Wheeler concluded the meeting by urging Members to continue to assist in the group's Membership expansion efforts. Mr. Wheeler reviewed the Prospective Member List and urged cooperation.
