Recently, a new state law commonly Known as the "Connelly Bill" became effective. This law requires building owners to provide written notice to each employee working within buildings which are known to contain asbestos-containing construction materials (ACCM), to post warning notices in these buildings, and to maintain copies of the survey and monitoring data within the affected buildings. We are providing this notice to you in compliance with this requirement. | Presently, only two buildings operated by the Westinghousef Marine Division are known to contain ACCM. One building Lit the Archives Bui? ling, located at 836 California Street, Sunnyvale, CA 94088. This building is leased from Lincoln Property Company N.C., Inc. Sample analysis from the building showed that the transite ceiling panels that cover the high bay ceiling contain 35-40% chrysotile asbestos, which is typical of transite materials. Results of air monitoring within the building are well below both Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) asbestos standards and guidelines. Therefore, a health risk from exposure to asbestos is not understood to exist at this site at this time. \ The general handling procedure adopted at. this-site to minimise and prevent disturbance to this ACCM is to assure that workers operating in the vicinity of this material do not damage*thi*!*j4frfeoria 1 so that it becomes friable. Asbestos-containing lmmtlsft material has been identified on the pipes and tanks of at bailer.'system in Section R7 of Building 41. Bulk sample analysis results showed that the content of asbestos fibers in the insulation varied from 20-65%. The insulation is in good condition, is not friable, and if left undisturbed, does not pose a health hazard at this time. The^general handling procedure adopted by this site to minimise or prevent disturbance to this ACCM is to assure that thsgjsrapping on these pipes and tanks remains intact. The asbestos assessment and air monitoring was performed by International Technology Corporation, and the asbestos analysis was performed by Forensic Analytical Specialties, Inc. using OSHA and CPA recommended sampling and analysis methods. These monitoring and analysis reports are maintained in the following locations and are available for your review and photocopying, if desired: o Archives Building Office o R7 Section Office o Health and Safety Office Building 73-1 (Main Plant) 401 East Hendy Avenue Sunnyvale, CA 94088 Exposure to asbestos can cause disabling respiratory diimase and various types of cancer if inhaled warning signs have been posted in both the Archives 1 g and in Section R7 of Building 41. DO NOT DISTURB WITHOUT PROPER TRAINING AND EQUIPMENT.* No construction, maintenance, or remodeling shall take place in these areas unless the work is performed by authorised personnel utilizing proper procedures to prevent the release of asbestos fibers. Control and training requirements for asbestos are outlined in Marine Division Policy 28.41, "Asbestos Control." Additional information about asbestos handling and employee safety is described in Westinghousc Safe Practice Data Sheet A-20, "Asbestos."
