Fo rthe Daphnia data inthe German Army Report,the differencebetween the *FC-206 and FC-203 values.seemslargewhen consideringthewatercontentofthetwo formulationsA.lso, thereisa considerabledifferencbeetween the PED data.andtheGerman Army data.Our PED has a 48-hrstaticDaphnia magna LC50 of1,600 mg/L,whiletheGerman Army Report has a 24-hrstaticDaphnia magna EC50 is430 mg/L The PED data isquiteold (1973)and the formulationofthetestsample cannotbe verifiedT.here isa majordifferencbeetween the PED data and theGerman Army data inthatthe PED data isthe concentratiownhich causes deathto 50% ofthe Daphnia testpopulation(LC 50)and the German Army valueisthe concentratiownhich causes 50% ofthetestpopulationtostopswimming (Effective Concentration= EC50).The German Army valueisinfairagreement withrecentresults which show a 48-hrstaticDaphnia magna EC soof229 mg/L. One thingthatshouldbe keptinmind when consideringthe toxicitdyata isthatreproducibility and precisionoftoxicittyestscan varyconsiderablfyrom laboratortyolaboratoraynd over time.However,the differencebsetween theolddata(circa1974)and the more recentdatais more likeadyue to changes informulatiornatherthan changes intestprotocolor testspecies. At any rate,our primaryinteressthouldbe the toxicitoyf our currentproductsand w'is.*should be concerned withhavingcurrent,reliabldeata on our PEDS. IllG.eneral Comments The followingeneralstatementssummarize thefactorsguidingthisstudy. 1.The primarypurpose of.theenvironmentaleffectdsata isforinternaulse inevaluating formulationasnd ingredientasnd notintendedforsubmissiontogovernmental regulatorayuthoritieTsh.erefore,any testingshould be done usinglow-cost, non-GLP methods.An exceptionmay be dataforthe new foamer (L-4640)which may need to be submittedforthe European PMN currentluynderway. 1 DraftReportfrom EnviroSystemsLaboratorydated March 10,1991.We have asked EnviroSystemsto repeatthe Daphnia testsforFC-203 and VW1 60390. The preliminary resultsfrom EnviroSystemson the restofthesamples were acceptable. -4- 2.The German Army performsitsown testingand no authoritoytherthanthe German Army ispresentlyusingthe evaluationscheme used inthereportcitedabove. Therefore,thereisno need tochoose a laboratoryt,estprotocolo,rtestspecies applicableonlytotheGerman Army testscheme. Instead,testmethods and species shouldbe chosen so thattestresultcsan be used inas many countriesas possible. 3.Where possibled,ata on the environmentaleffectsofcomponents shouldbe obtained from the literatuorrefrom raw materialsuppliersinordertoreducetestingcostsand time. 4.The Nabonal InstituotfeOccupationalSafetyand Health(NIOSH) terminologyforthe relativteoxicitoyfthe components and theformulationswillbe used inthe discussionoftoxiceffectsW.hiletheseterms were notused inthe German Army Report,they are generallyacceptedinthe US. IV.Conclusions and Recommendations Inorderto correlatethe toxicitoyfthe productto the toxicitoyf indmdual components, the component concentrationistaken intoconsideration.Inthe tablebelow,the toxicittyo Daphnia ofthe pure components are given inthe thirdccilumn.The fiftcholumn contains estimatedtoxicitiebsased on productformulationT.his isthe toxicitwyhich would be expected when the component isdilutedinwater to the same concentrationas inthe product.For example, one would expect thatsincethe toxicitoyfpure butylCarbftol' isabout 700 mg/L, thetoxicitoyfa solutionmade of35% butylCarbitol0 and 65% water would have a toxicitoyf about 2,000. Some interestinogbservationscan be made from these numbers. Additionaldegradabilitaynd toxicitdyata have been taken from the Handbook of Environmental Data on Organic Chemicals by KarelVerschueren (NostrandReinhold,New York, 1983).These are referencedby page number inthe Handbook followedby the date of the originarleference.There are many cases inwhich the same data appeared on AQUIRE and inVerschueren but onlythe AQUIRE referenceisgivenbecause itincludesthe EPA qt4a]itryatingof the originalreference. Raw materialsupplierswere identifiefdrom the 3M PRISM database and supplierswere contactedand asked forany environmentaldata they have. Unfortunatelye,nvironmentaldata was not generallyavailablefrom raw matedal suppliers.And, the supplierswere slow in sending the limiteddata do have.
