Bartoe (Guest), Rohm and Haas Company The meeting was called to order by Chairman Pitzer at 10:00 A.M. WEATHERABILITY RESEARCH PROJECT Dr. W. F. Bartoe, Chairman of the Steering Committee for this NBS program commented briefly on the progress since he last reported t0 the Committee in November 1967 and a written report following the December technical meeting at the Bureau. He stressed that there has been a decided improvement in operations since the change in personnel 4nd that the technical representatives felt the program was now being run more along the lines of the original objectives, that the two^ears' outdoor exposure was completed and surprisingly good correlations Were found possible with Xenon arc testing, and that this program, even though financed at a very modest figure,, was well thought of by technical scieties, other departments of the Bureau and Government which made ^ssible an interchange of technical know-how in accelerated weathering tests. CMA 015509 2 In an extended discussion of the objectives and practicality the program Dr. Bartoe and a number of Committee members stressed importance of continued follow-up by members' technical repre sentatives in their own self-interest. Complete information on reports eminating from the project naS already been supplied member representatives * prASTICS FINANCIAL PACKAGE pHDGET 1968-1969 The memorandum of April 23 included an explanation of changes in the budget as originally proposed in March. This and the need for Xenon test equipment and possible leasing of this machine were con sidered at length. This was concluded with a motion that the proposed budget totalling $80,439 be approved with the understanding: (1) that the range of maximum and minimum fees would not be increased more than 7-1/2% over the previous year, and (2) that the procurement of Xenon equipment and employment of necessary technician will be only after thorough study of this test by the technical representatives. This was seconded and voted unanimously,, Attached is copy of Budget 19681969 with explanatory notes. NEW COMMITTEE MEMBERS A Nominating Committee composed of Messrs. T. B. Nantz, chairman; H. W. Mason, Jr,; and W,, D Holland was suggested and approved by the Committee. (Note; This group in a subsequent meeting recommended the following to replace those Committee members who have completed their two-year terms; C. E,, Denoon, Jr. of Rohm and Haas Company; G. J- Williams of The Dow Chemical Company; Alden R. Ludlow, Jr. of u. S. Industrial Chemicals Co.; and Roger G. Richards of Celanese Plastics Company. These nominees replace Messrs. John F. Kroeger of Shell Chemical Company, John R,, Fyan of Hercules Incor porated, E. J. Sullivan of The Borden Chemical Company; and D. C. Will iams of Eastman Chemical Products, Inc. and are in keeping with the Terms of Reference regarding selection of Committee members. EPIDEMIOLOGIC STUDY ON PVC The Committee Secretary visited the Institute of Industrial Health, University of Michigan on April 29 and reported that all Xrays have been read and monthly reports have been going back to the c0mpanies. They are awaiting job descriptions from one plant and Medical history from another participating company (contact on this CMA 015510 r 3 ,v-as made May 2.) There are no significant changes from the findings reported as of December 12, 1967; namely, there is a tentative finding ^at six companies have some indication of bone damage in the case of workmen in various operations, and that correlation of all data is now progressing. It is planned to have progress reports made by the institute on May 31. July 31 with a final report due September 30, j_968. The contract with the Institute will be extended to this latter date. qpLID WASTE PROGRAM As a result of a Washington representative questioning an USPH research proposal to investigate polymer waste pollution by pri mary producers, a member of the Washington staff discussed with USPH Cincinnati staff this solid waste program being carried on as provided in the Solid Waste Disposal Act of 1965. Industry representatives had taken the position there was no real problem with polymer waste from plants of the primary producers. Since then there has been some recognition of the inappropriateness of the original scope of their program and it has now been broadened to include secondary processors and fabricators. A recent press announcement reported that studies may be undertaken in connection with the refuse from light-weight plastic films, heavy plastics (such as polyethylene containers), rubber, cloth, metals, etc. The SFl's report "The Role of Plastics in Solid Wastes" prepared by Battelle Memorial Institute has already been called to the attention of USPH, FALL MEETING - SEAV1EW COUNTRY CLUB, ABSECON, N.J, Facilities, fees, and general information regarding this meeting September 4 &. 5, 1968 were touched on briefly . Following dis cussion an Arrangements committee was approved as follows: W. D. Holland, chairman: A A.. Pavlic- E. A. Terry; C, E. Denoon, Jr,: and John E,, Donalds. MISCELLANEOUS The Committee was alerted on the forthcoming MCA GATT Contact Conference to be held in Washington May 21. This discussion also in cluded a comment on the international Trade committee's study of draw back advantages in promoting exports The Committee was also advised cf the formation of a Policy 1 Study Committee to consider all activities of the Association..
