On May II ere received lump sum bids for battery limit Installations for the 1,1,1-TCE plant. These bids were submitted to cover field labor and field purchased materials (concrete, form lumber, reinforcing, nuts, bolts, padeets and the like) as Ethyl hod engineered the work and Is procuring the mo|or engineered Items, fabricated pipe and quantity Items. Base bids were received as follows!

To the base bid there is a No. I Change Order add resulting from (I) the Inclusion of o few unchecked drawings In the bid pockage which hove since been checked and revised during the bidding period and (2) additions to scope covering for the most part an intercommunication system and the alteration of an existing rundown tank.. For this work, Nichols has submitted today on add of $17,270, making the bid $295,370 whleh Is considerably below the second lew base bid.
Our estimators feel that this figure Is quite satisfactory as It is within their check estimate of $300,000 for the contractor's scope covered by the base bid not including Change Order No. I. It Is expected that the overall fob cost will be well within the appropriation of $1,200,000.
The attached contract has been drawn to cover the work and It has been checked with legal, patents end finance. For a lump sum fob, this Is a comparatively simple document as many points usually covered in cost plus contracts do not apply and ether pertinent Information Is cteorly indicated In our volume "Specifications - General and Special Conditions". The information In this volume,
jwhich has to be tailored somewhat to fit the individual fob, has been developed
ever the years, thoroughly checked by Interested people, and used successfully In the past.
Assuming It Is acceptable to Nichols without significant change, I would appreciate your authority to execute the contract.
